The United States Space Force (USSF) Headquarters (HQ) at The Pentagon is searching for a Science and Technology Requirements Engineer (NH-0801-04, GS 14/15 equivalent).
Description:
We are seeking a dynamic Project Manager to join the US Space Force team.
In this role, you will work closely with cross functional teams including senior leaders, acquisition program managers, and subject matter experts to gather requirements, develop system specifications, and ensure seamless transition of new technology solution into existing systems across the commercial and Department of War.
The incumbent is responsible for producing and integrating USSF Science and Technology (S&T) priorities required to advance needed technology. Conducts or directs activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives. Results are authoritative and impact programs or the well-being of substantial numbers of people. Serves as General Engineer supporting integrated Acquisition Teams, develops and recommends S&T planning, program development, design, and construction policy for a wide variety of emerging technologies, monitors and reports command execution of Space Force cost controls, reprogramming actions, and emergency construction consistent with program requirements and Space Force goals. Provides acquisition policy, guidance and direction to the Field Commands and Laboratories for the execution of the research and development programs interfacing with the appropriate participants throughout these processes to determine schedules and quality/performance objectives. Improves policy and guidance to meet Space Force strategic objectives. Represents the organization and higher management echelons and provides status information on assigned projects/programs, as required, in high level meetings and discussions with senior officials, both within and outside the DoW.
The ideal candidate will have a strong background in science and technology trends and innovations, and experience working in a fast paced, innovative environment. In addition, you will further develop excellent communication and problem-solving skills, with the ability to effectively collaborate with cross functional teams and effectively communicate technical information to both technical and non-technical audiences within US Government and industry.
Key Skills and Abilities:
1. Knowledge in program management, acquisition principles, policies and processes, budget management, and contract modification. The role requires managing both technical and financial aspects of complex defense programs, adapting to changing requirements.
2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoW, Space Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds.
3. Knowledge and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment.
4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
5. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance.
6. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
