Duties

  • You will develop and maintain local inspection procedures for NDT inspection personnel as required.
  • You will perform trend analysis on certification testing results to measure critical attributes, detection rates, and false calls to determine effectiveness of training.
  • You will maintain certification requirements and conducts periodic training and evaluation of employees to ensure knowledge and skills meet NAVSEA and other established standards.
  • You will respond to inquiries from engineering, maintenance teams, and contractor QA representatives in regard to material assessment as well as recommended repair actions on complex critical systems.
  • You will perform targeted process audits of contractor facilities to gage the reliability, control and effectiveness of weld and NDT programs.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas country's laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1. Overseeing a Contract Administration Quality Assurance Program (CAQAP) to ensure that contractor's nondestructive testing (NDT) and welding programs conform to mission requirements; AND
2. Training and maintaining the certification of team members for nondestructive testing (NDT) disciplines such as, Visual (VT), Magnetic Particle (MT), Liquid Penetrant (PT) and Ultrasonic (UT) to monitor and improve the efficiency of a nondestructive testing program: AND
3. Developing and maintaining nondestructive testing (NDT) and welding programs and instructions for effectiveness to meet required quality standards in support of ship repair efforts.

Education

No minimum education requirements.

Certification:
Must be sufficiently qualified to become the FDRMC Detachment Examiner, and are either currently certified or has sufficient training and experience to attain level III certification in the following methods: Visual/Dimensional Inspection, Dye Penetrant Inspection, Magnetic Particle Inspection, Radiographic Film Interpretation and Ultrasonic Inspection of Weldments in accordance with the Joint Fleet Maintenance Manual (JFMM) 4790.3 Vol. 7, Chapter 11. Within one (1) year of the position start date.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
