Duties

  • Performs duties with the Installation Deployment Officer (IDO). Monitors manpower and materiel requirements for special and contingency missions.
  • Administers the Support Agreement Program. Prepare, negotiate, evaluate, coordinate, and execute all support agreements between Travis AFB and Department of Defense Organizations, Federal Agencies, and other government agencies.
  • Monitors War Reserve Materiel (WRM) Program. Ensure accountability of all WRM equipment. Performs staff assistance and surveillance visits to bases within the western US where 60 AMW/Travis AFB assets are located.
  • Monitors operational plans for logistical content. Reviews and updates plans and checklists, ensuring adequate assets are included supporting taskings and planned baseline requirements in response to mission objectives.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes include knowledge and skill in applying analytical and evaluative methods and techniques to substantive logistics management issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of logistics program and related support in the area studied. Work crosses organizational/agency lines within DoD. Familiarity with related Army, Navy, USMC, and Coast Guard policies, regulations, programs and processes. Knowledge of the major issues, program goals and objectives, work processes, and administrative operation of the organization. Knowledge of principles, practices, and guidelines related to deployments, operations planning, war reserve materials, and inter-service/intra-service support agreements. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of logistics management, plans, policies, and procedures.
2. Knowledge and ability to perform substantive studies using analytical methods.
3. Ability and skill to interpret and apply complex policies and precedents.
4. Ability and skill to use automated systems and microcomputer applications.
5. Ability and skill to effectively communicate orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
