Description

As the Senior Program Management Analyst, you will provide senior-level technical and advisory expertise to NAVAIR's Airborne Strategic Command, Control and Communications Program Office (PMA-271), helping to shape aircraft system strategies, objectives, and execution plans. You will support the research, development, testing, evaluation, operation, sustainment, and advancement of E-6B and EC-130J aircraft systems, including mission and navigation systems, supporting infrastructure, airframe and auxiliary systems, maintenance activities, support equipment, and related hardware/software.

Key Responsibilities:

  • Act as the senior advisor and custodian of the PMA-271 Capabilities Road Map and Science and Technology plan.
  • Research, identify and communicate candidate efforts for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs.
  • Maintain awareness and communicate applicable guidance promulgated by the Secretary of War, Chairman of the Joint Chiefs of Staff, CNO/OPNAV, and Combatant Commanders, translating guidance into capability.
  • Evaluate plans, participate in operational activities, and identify deficiencies, risks, issues, and improvement opportunities to support E-6B and E-130J mission capability and readiness.
  • Participate in engineering working groups using industry standard Model Based Systems Engineering applications.
  • Recommend corrective actions and assess new capabilities to improve the E-6B's and E-130J's flight performance, mission effectiveness, safety, and overall combat readiness.
  • Serve as a technical representative for PMA-271/E-6B/E-130J interactions with external ground, air and space communications authorities.
  • Assist the IPT Leads with schedule development, management of contracted activities, and technology insertion at depot or flight-line sites.
  • Develop and review system and subsystem level block diagrams in support of science and technology test insertions.
  • Help define and plan future updates for E-6B/E-130J subsystems and components.
  • Participate in SETR events, technical interchange meetings, conferences, and teleconferences.
  • Collaborate in both in-person and virtual team environments to ensure aircraft systems products and services are delivered on schedule, within budget, and in full alignment with fleet requirements.

Requirements

Education and Experience:

The ideal candidate will bring strong systems engineering and leadership experience, a solid understanding of NAVAIR processes, and the ability to collaborate across a broad network of technical and programmatic stakeholders.

  • Bachelor's degree in an engineering discipline or applied science is required.
  • 20 years of experience in national and strategic command, control and communications, with at least 5 years of experience providing NAVAIR program office support, required.
  • Well-versed in NAVAIR/NAWCAD acquisition processes and Department of War (DoW) changes to the acquisition and research and development process.
  • Well-versed in requirements decomposition, justification, and capability road-map development.
  • Experience with NAVAIR Airworthiness processes.
  • Expert knowledge of DoW Force Transformation efforts and next generation systems.
  • Working knowledge of E-6B mission systems, air vehicle structure and aircraft systems.

Security Clearance Requirement:

  • This position requires U.S. citizenship and an active DoD Top Secret clearance. Selected candidate will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
