Location: Naval Undersea Warfare Center Division, Keyport (NUWCDIVKPT)
Clearance Required: Secret
Period of Performance: 04/01/2027 – 03/31/2031
Hours of Operation: 0700–1530 PT, Monday–Friday, excluding Federal Holidays
*This position is for a proposal, contingent on award.

Position Overview:
The Naval Undersea Warfare Center Division, Keyport (NUWCDIVKPT), is seeking a highly qualified Program Manager to provide overall management of contractor and subcontractor personnel supporting Test and Evaluation (T&E) programs related to Anti-Submarine Warfare (ASW) and Undersea Warfare (USW) systems. This position requires oversight of acoustic trials, sonar performance measurement, range sustainment, and technical operations both at shore-based facilities and afloat. The Program Manager will serve as the central point of contact for all contractor activities under the task order and is considered Key Personnel.

Responsibilities:
• Provide technical oversight and support for acoustic trials, sonar performance measurement, and related engineering tasks.
• Maintain access and compliance with Secret-level information systems, including SIPRNet for classified report submission.
• Provide overall management and direction of contractor and subcontractor personnel to ensure all work meets performance objectives, standards, and timelines.
• Monitor and report financial expenditures, including Monthly Status Reports, Funds and Manhour Expenditure Reports, Cost Vouchers, and eCraft reports. Recommend de-obligation amounts as required.
• Participate in planning meetings to set milestones and performance objectives relative to specific Task Instructions (TIs).
• Serve as the central point of contact with the Government for all task order activities, including communications regarding cost, schedule, and performance.
• Address disputes with Government Technical Points of Contact (TPOC) and escalate to the Contracting Officer’s Representative as required.
• Ensure compliance of all subcontractors and that deliverables meet task order requirements.
• Attend and present at bi-annual SSRNM and FSSN program reviews.

Required Qualifications:
• Bachelor’s degree from an accredited college or university in Engineering, Engineering Management, or Business Administration.
• Minimum of 5 years of managerial experience in Test and Evaluation, specifically supporting acoustic and sonar technical projects.
• Hands-on experience with submarine and surface ship sonar systems, torpedo sonars, transducer design, underwater sound analysis, and acoustic test facilities.
• Experience with USW systems testing and analysis, including SSRNM, FSSN, PRAIRIE, and sonar signature evaluation.
• Familiarity with U.S. Naval at-sea operations related to undersea warfare, including noise propagation and silencing practices.
• Experience with local area networks, interfacing computer systems, data gathering systems, underwater weapons development, technical information systems design, fire control system software, or sonar signal processing.
• Demonstrated ability to lead multidisciplinary teams in complex naval T&E environments.

Preferred Skills:
• Knowledge of AN/SQQ-89 sonar systems and AEGIS Test Teams procedures.
• Experience with new construction and backfit ship sonar performance measurement.
• Familiarity with acoustic range sustainment, data reduction, and classified reporting procedures.
