As a Proposal Strategist, this position provides strategic and tactical support to help win new business. The proposal Strategist actively participates in the proposal management and strategy while co-authoring content for proposals, oral presentations, and other proposal related matters (RFP, RFI etc.) . In the role, the Strategist will work with the Capture Manager and/or Proposal Manager to ensure win strategies and solutions are effectively developed, understood, and architected into the proposal.
Additionally, this role will organize and prepare information and data to write a variety of technical publications for a federal government audience requiring in-depth knowledge and understanding of information technology.

Additionally, this role will organize and prepare information and data to write a variety of technical publications for a federal government audience requiring in-depth knowledge and understanding of information technology.
Responsibilities:
- Creates government proposal responses, past performance and resume write-ups, white papers, and response to requests for information
- Develops and refines section theme statements and features/benefits/proof points tables based on the capture strategy
- Facilitates content planning (develop templates, establish the schedule, provide guidance, lead reviews)
- Participates in color team reviews
- Completes a thorough, thoughtful review of all documents during color reviews
- Provides constructive feedback and actionable recommendations
- Manages lessons learned and government debrief information
- Writes, revises, and edits drafts including executive summaries and technical, management, past performance, resumes and pricing narratives as assigned
- Maintains quality results by using approved organizational templates; following proposal writing standards including readability, consistency, and tone; maintaining proposal support repository
- Improves proposal writing results by evaluating and re-designing processes, approach, coordination, and boilerplate, implementing changes
- Participates in solution sessions to focus the team on what will score against the evaluation criteria
- Provides training on how evaluators score, and leads "how we will score" sessions to confirm that solution elements are discriminating, satisfy the customer's issues, and are easily scored
- Ensures proposal readiness by refining and documenting capture artifacts in a way that will be useful for the proposal (and identifying any missing pieces early enough to recover)
- Works with the Proposal Manager to transition capture artifacts into the proposal
- Reviews technical literature prepared by others for content, coverage and clarity
- Determines proposal concept by studying request for proposal (RFPs, RFIs, etc.), attending strategy meetings and speaking with subject matter experts
- Supports the Proposal Manager and the proposal process. Meets proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; coordinating requirements with contributors; contributing proposal status information at review meetings
- Gathers proposal information by identifying sources of information, interviewing subject matter experts
- Develops proposal content by assembling information and creating solutions/outcomes/benefits outlines
- Updates job knowledge by participating in educational opportunities; maintaining personal networks
- Accomplishes organizational goals by accepting ownership for accomplishing new and different requests, exploring opportunities to add value to job accomplishments
- Recommends and defines process improvements based on lesson learned
- Performs other tasks as required
Required Qualifications/Education and Experience:
- Bachelor's degree in English, Business, Communications, Management or a related field
- 7 or more years of direct experience managing federal proposals, including complex prime submissions.
- Strong understanding of the Federal Acquisition Regulation (FAR) and agency procurement processes (DoD, DHS, GSA, etc.)
- Demonstrated expertise in Shipley or similar proposal methodologies
- Proficiency in MS Office Suite (Word, Excel, PowerPoint), Adobe Acrobat, and collaboration tools (SharePoint, Teams, etc.)
- Prior experience with Federal Government Proposal responses (RFP)
- Excellent written and verbal communication, as well as presentation skills and the ability to follow oral and written instruction
- Ability put together content into a compliant proposal
- Ability to work with highly sensitive and confidential information
- Possess a collaborative and approachable demeanor and strong motivation to go above and beyond
- Capability to multitask and handle multiple projects/tasks with competing deadlines
- Ability to make sound business decisions
- Ability to work under pressure and meet deadlines
- Must be able to work collaboratively with others
- Must be able to work both on-site several times a week and work from home (telework)
- Technical Documentation and layout skills are required
- Ability to work nights, weekends and Holidays to meet business and submission deadlines
Preferred Qualifications/Education and Experience.
- Master's Degree English, Business, Communications, or a related field
- Computer and IT Technical Writing is strongly preferred
- Shipley training or Shipley certification
- Project management training or PMP certification
- Have and maintain an active security clearance
