As the Proposal Specialist, the individual is responsible for providing support to the Proposal team throughout the proposal lifecycle. This role ensures that proposals are compliant with all requirements but also creates responses that showcase the company's strengths and value, they craft persuasive, well-organized and compliant proposals which increases the company's chances of winning.

Responsibilities:
  • Supports proposal efforts by developing a compliant response template, desktop publishing, coordinating the proposal schedule, managing the proposal repository per the guidance of the Proposal Manager and Proposal Vice President
  • Reads and analyzes RFPs and other solicitation documents to identify proposal requirements
  • Prepares compliance matrices as well as verifies and validates full proposal compliance against the compliance matrix
  • Works closely and collaboratively with all Proposal Development Center (PDC) team members and Solutions Architects, and Technical SME's
  • Serves as desktop publisher throughout the proposal development cycle. Be responsible for the proposal format and fully understand the submission requirements (text, font, format, submission requirements, etc.)
  • Ensures documents follow company style/template guidelines and government/client requirements
  • Supports the proposal review process by uploading documents for review to the appropriate review folders on SharePoint and tracking reviewer responses.
    • Consolidate any off-line comments into the master review document on SharePoint.
  • Create and maintain proposal support documents, i.e. team roster.
  • Work with graphic designer to track status of all proposal graphics, making sure that the latest graphic is inserted into the proposal documents.
  • Creates and maintains proposal sites on SharePoint.
    • Setting up a folder/site, maintaining accurate site structure and content, adding site members.
    • Act as the SharePoint administrator for proposal sites.
  • Requests, receives, files, and tracks data received from teaming partners
  • Creates proposal outlines according to RFP (Sections C, L, and M)
  • Formats proposal volumes in Microsoft Word
  • Participates in color team reviews of the proposal
  • Performs other tasks as required by the OSC office as assigned

Required Qualifications/Education and Experience:
  • Bachelor's degree in a relevant field (English, Communications, or any Computer Science related field)
  • 5 or more years' of direct experience supporting federal proposals, including complex prime submissions
  • Possess excellent verbal and written communication, coordination, and presentation skills
  • Advanced Microsoft Word 365 formatting skills and Suite Tools including TEAMS
  • Strong understanding of the Federal Acquisition Regulation (FAR) and agency procurement processes (DoD, DHS, GSA, etc.)
  • Demonstrated expertise in Shipley or similar proposal methodologies
  • 5 or more years' experience working with Microsoft Outlook - Word, Excel, PowerPoint, and Adobe, Teams, and SharePoint.
  • Ability to support multiple proposals and RFI efforts simultaneously
  • Prior hands-on experience with Federal Government Proposal responses
  • Ability put together content into a compliant proposal
  • Possess technical documentation and layout skills
  • Extremely detail orientated to ensure accuracy and compliance
  • Ability to work under pressure and meet deadlines
  • Ability to work nights, weekends and holidays to meet deadlines and proposal submissions
  • Must be able to work collaboratively with others

Preferred Qualifications/Education and Experience.
  • Ability to read and understand a government Proposal and RFP's
  • Have and maintain an active security clearance
