Duties
As an IT SPECIALIST (NETWORK) (Title 32), GS-2210-11, you will serve as a base systems administrator to monitor the Local and Wide Area Network (LAN/WAN), including the planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, maintenance testing, operational integrity, and/or management of networked systems for the transmission of information in voice, data, and/or video formats.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
SPECIALIZED EXPERIENCE : GS-11 Level - MUST possess specialized experience which includes1-year specialized experience equivalent to at least the next lower grade. In addition experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Major Duties - This is NOT an all-inclusive list:
- Analyze LAN utilization statistics, performance measures, and system profiles to ensure smooth, reliable, and robust network operation.
- Function test LAN/WAN components to identify technical problems, analyze system malfunctions, and implement necessary corrective actions.
- Monitor operation of LAN/WAN hardware and operating software to verify operability, efficiency, and compliance with established standards.
- Maintain accurate inventories, configuration backups, and documentation for all network hardware, software, and system configurations.
- Conduct system performance reviews before and after new programs or upgrades are loaded and document results for management.
- Assist customers with the use of office automation tools, local and wide area networks, and other automated systems.
- Provide customer training and support for new network systems and ensure inquiries and issues are resolved expeditiously.
- Identify and document network requirements based on customer needs, operational constraints, and facility capabilities.
- Evaluate alternative solutions to satisfy user requirements and recommend the most efficient and effective automation approaches.
- Participate in progress reviews with system programmers, operating officials, and users to assess system reliability, productivity, and compatibility.
- Conduct problem analysis to identify trends, ineffective practices, equipment shortcomings, and user complaints.
- Analyze network usage, traffic interruptions, hardware/software capabilities, and performance indicators to diagnose root causes.
- Identify potential performance or capacity problems and plan changes or modifications to avert system failures.
- Troubleshoot LAN/WAN components, network servers, cables, routers, switches, virtual servers, and application software to restore proper operation.
- Determine feasibility of proposed revisions or new program applications and recommend technical improvements to management.
- Install, configure, integrate, and troubleshoot LAN/WAN hardware and software, including routers, switches, cables, network interface cards, modems, multiplexers, and virtual servers.
- Develop, implement, and test network operating system and application software to ensure compatibility with existing configurations.
- Maintain, test, and update system software; reconfigure peripheral equipment; and install and troubleshoot LAN data cables for proper connectivity.
- Implement network operating system upgrades, develop base-wide procedures, and participate in planning network infrastructure improvements.
- Maintain required information assurance certifications and apply security policies, risk analyses, and compliance measures to safeguard network services.

- Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned dutie; may include Operating Locations (OL) and GSUs. Due to distances involved, travel may involve one or more overnight stays.

- Requires compliance with the Department of Defense Information Assurance Workforce Improvement Program, DoD Instruction 8570.01-M. Must obtain and maintain the appropriate certification level for this position.
- One year of specialized experience equivalent to the lower grade level in order to be considered for this position.
- Limited to on-board ILNG technicians only.
