Duties

As a BASE SERVICES MANAGER (Title 32), GS-0301-11, you will evaluate, plan, organize, and direct Base Services functions in support of federal, state, and local missions. You will serve as supervisor and primary point-of-contact for Services-related programs, missions, functions, activities, and events for the wing and its assigned Geographically Separated Units (GSU).

Major Duties - This is NOT an all-inclusive list:
  • Evaluate unit manning documents (UMD) and flight force structure to verify personnel resources are identified, recruited, filled, retained, and employed.
  • Analyze DOC statements, skill-level training status, ancillary training, and equipment availability/condition to determine readiness requirements.
  • Review subsistence requisitions, food operations documentation, walk-through inspection results, and compliance with USAF/ANG standards.
  • Monitor CA/CRL listings, Table of Allowances (TAs), budget documents, and program files for accuracy, accountability, and completeness.
  • Inspect records, reports, continuity binders, Private Organization documents, NAF/UWF financial statements, and related materials for compliance with established policies.
  • Develop tactical/strategic training plans, operating instructions, and readiness reporting inputs to optimize readiness posture.
  • Plan subsistence, lodging, equipment, and personnel requirements for UTAs, AT periods, deployments, exercises, conferences, and humanitarian missions.
  • Prepare budgets, resource projections, purchase requests, statements of work, and bid solicitations for Services programs and related contracts.
  • Plan and program unit deployments, including manpower, transportation, training quotas, equipment, vehicles, communications, and grade waiver requirements.
  • Prepare annexes to operations plans, Base Support Plans (BSP), Joint Support Plans (JSP), and ABO plans to ensure Services support is aligned with taskings.
  • Determine limiting factors, deficiencies, and corrective actions for readiness, training, subsistence, lodging, and food service operations.
  • Resolve program deficiencies by coordinating solutions, directing corrective actions, and reporting progress through the chain of command.
  • Identify unfunded requirements, equipment shortages, deployment constraints, and resource gaps and provide recommendations to leadership.
  • Coordinate acceptance(or reclama) requests, theater clearances, mandays, orders, and policy impacts to ensure Services missions are supportable.
  • Analyze self-inspection discrepancies, identify root causes, and assign responsibility and corrective actions in accordance with guidance.
  • Provide technical and administrative supervision to subordinate technician/AGR personnel, including selection, orientation, performance standards, and disciplinary actions.
  • Direct daily Services program operations by giving technical guidance, answering questions, assigning tasks, and reviewing work products.
  • Manage Services training programs by scheduling, monitoring, documenting, and evaluating UTAs, AT periods, and training requirements.
  • Coordinate with commanders, senior leadership, host base agencies, MAJCOM, and NGB to execute Services programs across the wing and GSUs.
  • Administer Private Organizations, NAF, and Unit Welfare Funds programs by providing guidance, conducting reviews, and briefing requirements to leadership.

  • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement.   • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Participation in direct deposit is mandatory.

  • Must be able to obtain and maintain the required security clearance.
  • One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

Qualifications

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will be U.S. Citizens.
Military Grades: Officer and Enlisted - Minimum rank requirement of Capt/MSgt

GENERAL EXPERIENCE : MUST possess experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : GS-011 Level - MUST possess specialized experience which includes 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

SPECIALIZED SUPERVISORY EXPERIENCE : MUST possess experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel

Education

If you are using education to qualify for this position, you must have completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree, from an accredited college or university.

You may combine education and experience to meet the total qualification requirements. Only graduate education in excess of the amount required for the next lower grade level (i.e., beyond a master's degree or 2 full years of graduate study) may be used toward qualification at the GS-11 level. Your combined percentage of qualifying experience and qualifying graduate education must equal 100%.

NGB allows limited credit for certain military professional education. Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air/Army War College, National Security Management Course, or courses of comparable level may be credited at a rate of 1 month of education for 2 months of specialized experience, when applicable.

You must provide OFFICIAL transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
