SUMMARY:
The primary purpose of this position is to plan, organize, and administer the establishment, development, and sustainment of Office of Defense Coordination (ODC) and U.S. Embassy Country Team Counter Narcotics (CN), Counter Transnational Organized Crime (CTOC), and Counter Threat Finance (CTF) efforts in accordance with USNORTHCOM strategy and policy.

DUTIES:
  • Plans, organizes and administers the development, establishment and sustainment of USNORTHCOM, ODC, and Country TeamCN - CTOC activities.
  • Represents USNORTHCOM in a variety of installation and functional area organizations.
  • Establishes, develops, and maintains effective working relationships with NORAD and USNORTHCOM staff.
  • Organizes working groups to optimize use of resources and maximize efficiency and effectiveness of the organization.

    • This is a Centrally Managed Position in the Operation Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
    • A Top Secret/Special Sensitive clearance is required for this position. The employee is required to obtain and maintain a Top Secret/Special Sensitive clearance
    • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
    • Must have a 2/2 on Spanish DLPT
    Qualifications

    CONDITIONS OF EMPLOYMENT (CONTINUED):
    • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Individuals selected for Key positions must be made exempt from military mobilization and/or recall. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment.
    • May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
    In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0301.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes master knowledge and understanding of CN/CTOC/CTF, and TNT strategy to include organizations and agency current missions, capabilities, organization and operations. Knowledge of various federal, state, and partner nation operation centers, NORAD and USNORTHCOM; other Combatant Commands, the military services; the National Guard; the Reserve forces; the US DOD; US LEA; Mexican Defense and LEA organizations; ONDCP, DHS, CIA, DEA, CBP, DOJ, etc. is required.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of strategic and operational strategy and policies, papers, reports, and briefings on CN/CTOC/CTF related issues.
  • Knowledge of global drug movement and geopolitical issues; civilian and military leadership interaction; CN/CTOC/CTF partner nation security; military force capabilities and structures; emergent global illicit threats; military law and doctrine; national intelligence organizations; and other pertinent interagency organizations.
  • Knowledge of task management tools and computer processing suites.
  • Skill to accomplish liaison and coordination with counterparts in policy, law enforcement, the Intelligence Community, and partner nations; and in leading staff members who must work together to establish processes and procedures for dealing with situations that may be national or local in scope.
  • Ability to present and defend CN/CTOC/CTF positions to a variety of audiences including DOD, interagency, domestic law enforcement, and partner nation officials.
  • Ability to recognize and analyze CN/CTOC/CTF problems and issues, conduct research, summarize results, articulate programs, procedures, and policies clearly and concisely in written and oral communication, and make appropriate recommendations for resolution.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
