Duties

  • Plans, organizes, and directs the activities of the Budget and Execution Branch, ensuring that branch complies with legal and regulatory requirements and meets customer needs
  • Exercises supervisory personnel management responsibilities
  • Represents AFOSI/FM with a variety of installations and functional area organizations.
  • Presents, defends and competes for resources for AFOSI operating support during all phases of the PPBE.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This position has been designated by the Air Force as a Testing Designated Position under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • The employee may be required to work overtime on an emergency basis
  • This is a supervisory position
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205)

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes implementing mission essential budget formulation, preparation, submission, defense, initial distribution execution, and end-of-year closeout. Acts as the primary Division advisor on funding and executability issues related to O&M appropriation. Provides guidance and direction to the USSOCOM Staff and components for the development of funding requirements. Researches and resolves O&M issues across the HQ staff, components, TSOCs, and the Services as directed by Congress, 0MB, OSD and DFAS. Justifies and defends the O&M BES and PB to OSD, 0MB and Congress.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Ability to plan and execute complex, multi-faceted projects; and ability to apply resources against approved programs; to analyze impact on programs; and to forecast current and short term resource requirements
  • Ability to accomplish work through others; ability to establish and maintain relationships with key individuals/groups outside immediate work units; and ability to advise others
  • Knowledge of DoD PPBS and goals, resources, objectives, organizations, functions and sources pertinent to the program and the organization studied or served, and related customers, functions and users
  • Ability to quickly analyze situations and develop courses of action with impacts
  • Ability to communicate effectively, both orally and in writing
  • Ability to interpret and deconflict guidance from multiple sources; transforming it into clear, concise and easily understood guidance
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
