JOB QUALIFICATIONS AND DESCRIPTION:
• The Quality Control Monitor / Instructor must be a US Citizen, be a minimum of 21 years of age, able to pass medical and drug screenings and background checks, possess a valid driver’s license and be fluent in English.
• The applicant must have a minimum of five (5) years of specialized experience is required. Specialized experience includes project development and implementation from inspection to deployment; expertise in the management and control of and resources using complex reporting mechanisms and demonstrated capability in managing multi-task contracts or subcontracts of various types and complexity.
• The applicant must have a bachelor’s degree with a major in any field of study, or have substantial and credible law enforcement, military or business management experience that demonstrates the individual’s capacity to effectively manage a security force contract/task order.
• The applicant must have a minimum of two (2) years of successful experience in training (civilian community law enforcement, military community law enforcement or commercial/industrial security force service).
• The applicant must be able to obtain the qualification required to be considered Key Personnel as indicated within the Statement of Work.
Key Personnel
o 11.1 General Information
o 11.1.1 Under this contract, the Government designates the positions of Contract Manager, QC Monitors, and Training Instructors to include NWDTP Training Instructors as “Key Personnel.”
o 11.1.2 The Contractor shall provide personnel resumes for all Key Personnel and the following contact information to the CO and COR, by the first post award meeting:
• Name (first/mi/last)
• Mailing and physical office addresses
• Telephone number (office and cell)
• E-mail address
o 11.1.3 The Contractor shall not replace Key Personnel without submitting personal resumes for approval.
o 11.1.4 The CO and COR shall approve proposed Key Personnel prior to assignment under this contract and have the right to request replacement of Key Personnel, when deemed necessary. The Contract Manager, Training Instructors and QC Monitors shall not perform any PSO duties while assigned as “Key Personnel” on the contract.
• The applicant must complete an approved and accredited Principles of Instruction course or similar training (e.g., NRA, a Police Academy, stat POST Academy, FLETC or military training course) certifying them as an instructor.
• The applicant’s resume must detail his/her chronological work experience with specific focus on quality control and training experience.
• The applicant must provide all certifications obtained.
• The applicant must have:
o Strong organizational, interpersonal and leadership skills to effectively communicate and train contract employees.
o The ability to organize complex material in an efficient manner.
o The capability of handling multiple projects simultaneously while prioritizing to ensure deadlines are met.
o Demonstrate strong written and verbal communication skills with the ability to produce clear concise communications.
o The ability to work, days, nights and weekends,
o The ability to travel to meet the requirements of the contract.
o The ability to meet eligibility requirements for access to confidential material to include passing a Federal Background check which looks extensively into criminal and financial history.
