Test & Evaluation (T&E) Program Manager (As of 18 Nov 25) -
Position Summary
The Test & Evaluation (T&E) Program Manager will service as the lead for planning, execution, and assessment of cybersecurity testing activities across classified and unclassified environments to support Department of War (DoW) programs. This role ensures system resilience, compliance, and mission readiness through rigorous cyber testing, validation of defensive capabilities, and assessment of vulnerabilities, threats, and operational impacts. The T&E Manager partners closely with Program Management, Cyber Engineering, ISSM/ISSO teams, and government stakeholders to drive system accreditation and operational safety of fielded systems. The T&E Program Manager will report to the NDRC Senior Director of Infrastructure and Program Support.
The duties of the Test & Evaluation (T&E) Program Manager include, but are not limited to:
Cyber Test Strategy & Planning
• Develop and maintain the Cyber T&E Master Plan aligning with DoD 5000.89, Risk Management Framework (RMF), and program milestones.
• Define test objectives, cyber survivability criteria, and success metrics for defensive cyber operations (DCO), offensive testing (red team), and resilience assessments.
• Plan and coordinate penetration testing, cyber range events, CTF scenarios, cross-domain solution testing (CDS), and zero-trust architecture validation.
• Integrate cyber test requirements with the program’s system engineering, development, and accreditation processes.
Test Execution Oversight
• Lead execution of cybersecurity testing in lab, virtual, and mission-representative environments, including:
◦ Vulnerability scanning & exploit testing
◦ Adversarial assessment / Red Team, Blue Team, Purple Team exercises
◦ Network traffic simulation and intrusion detection validation
◦ Cross-domain data transfer validation (MLS/MLC, CDS testing)
• Facilitate test readiness reviews (TRR), ATP events, and cyber survivability risk assessments (CSRA).
• Ensure all cyber test activities comply with E3, safety, IA, and government test protocols.
Risk, Compliance & Accreditation Support
• Support RMF lifecycle, contributing to evidence generation for ATO packages, security control validation, and POA&M closure.
• Manage cyber test risk mitigation strategies and collaborate with DoD cybersecurity offices (DCSA, DISA, JITC, NSA).
• Assess test data to identify cyber mission risk, mitigation gaps, and mission impact potential.
Reporting & Technical Communication
• Lead development of Cyber Test Reports (CTR), Cyber Survivability Evaluation Reports (CSER), Test & Evaluation Reports (TER), and briefing materials for O-6 & SES-level reviews.
• Present findings to government technical authorities, PMO leadership, and compliance boards, recommending corrective actions and operational deployment decisions.
Required Qualifications
• Bachelor’s degree in Cybersecurity, Computer Science, Engineering, or related technical field
• 8+ years of experience in Cyber T&E, DoD test management, or cybersecurity engineering.
• Proven experience supporting one or more of the following:
◦ Risk Management Framework (RMF) / ATO process
◦ Operational Cyber T&E (OT&E) or advanced test range execution
◦ Cybersecurity M&S and digital test environments
◦ Cross-domain solutions (CDS), multi-level security, and high-assurance guard technologies
• Demonstrated leadership of integrated cyber test teams, including interface with DoD test agencies.
• Active DoD Secret clearance required; TS/SCI strongly preferred.
Desired Skills & Certifications
• CISSP, CEH, Security+, CPT, OSCP, or equivalent cyber certifications
• Familiarity with:
◦ JCIDS, DOT&E, and developmental/operational cyber test policies
◦ Cyber M&S platforms and virtual test environments (e.g., ARCHER or equivalent defense cyber ranges)
◦ DISA STIGs, DevSecOps CI/CD integration
◦ Zero Trust and cross-domain cybersecurity testing
• PMP, DAWIA T&E Level III, or DAU PM equivalent preferred
