Duties

  • Provides specialized technical assistance in the area of Video Teleconferencing (VTC) systems and equipment.
  • Evaluates new Video Teleconferencing (VTC) and Audio Visual (AV) systems engineering technologies and their impact onthe operating environment.
  • Acts as Quality Assurance Evaluator (QAE) for contractor delivered systems and services.
  • Monitors and fine-tunes performance of the systems environment.

    • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
    • Must be able to obtain and maintain a Secret security clearance.
    • Other duties may be assigned as required.
    • Use of fingers is required as well as good eyesight, manual dexterity, and the ability to distinguish basic colors and shades of colors.
    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Visual Information Series 1084.

    SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level or equivalent pay band which includes maintenance and electronic audiovisual equipment; lighting and sound control systems such as touch screen and button panel controllers, in-line audio/video matrix switches, audio and video player units, and videoconference and multi-point control units

    Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

    COMBINATION OF EXPERIENCE AND EDUCATION:
    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    • Knowledge of VTC and AV systems software principles, practices, and methods; life cycle management techniques; VTC and AV infrastructure within an operating environment; new and emerging VTC and AV technologies; and security methods and principles.
    • Knowledge of performance management and measurement methods to monitor system performance data, including AV and VTC systems metrics and make application systems tuning adjustments to optimize overall performance, enhance audio-visual quality, ensure seamless video teleconferencing experiences, and proactively correct and prevent related issues.
    • Knowledge of functionality and operability of the current operating environment sufficient to determine requirements and integrate them with overall design and characteristics of AV operating systems hardware and software programs and to act as a quality assurance evaluator
    • Skill in methods and procedures for operating a variety of computer systems and video teleconferencing equipment, including AV technologies in the production and reproduction of high-quality multimedia presentations for video teleconferencing environments.
    • Ability to analyze and develop modifications to parts of a system-including AV and VTC components-that require significant revisions in the logic or techniques used in the original development to enhance system functionality, audio-visual quality, and real-time communication effectiveness.
    • Ability to communicate effectively, both orally and in writing, to coordinate technical support of applications.
    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
