Job Description
In support of a Business Area with over $1 billion in annual revenue and material spend in the hundreds of million, leads and coordinates cradle to grave subcontracting activities. This individual is accountable for the technical, financial, schedule and quality performance of assigned subcontractors, as well as the proactive coordination of the internal team support necessary for subcontractor success. Prepares and presents briefings to Programs and Management on subcontractor performance and escalates issues to the Project Management for resolution within the project team. Provides leadership to less experienced Subcontract Management / Administration and through delegation, acts as first-line manager backup when first-line management is not available. Performs additional duties and responsibilities as assigned.

Manage critical suppliers through multiple program phases including capture, development, production and sustainment. Full accountability to lead and manage timely execution of subcontracts and ensure effective subcontractor execution in alignment with business /program objectives.

Management of overall performance of subcontractors to support the achievement of contract, technical, schedule, quality and financial performance objectives. Establish, maintain, and foster relationships and communications between BAE Systems and subcontractors. Earn and maintain confidence of Program Offices to become trusted business partner for program execution. Identify risks and opportunities and create/drive plans to mitigate and realize them. Support material sales forecasting and drive performance to operating plans. Develop and execute a subcontractor strategy compliant with Small Business Plans on assigned programs.

Coordinate Production Program and Development Program activities among BAE Systems Supply Chain Managers, Integrated Product Team/Program Leads and Engineering as required. Ensure quick resolution of technical and programmatic issues by leveraging and integrating the capabilities of the entire organization. Participate in and contribute to Subcontract Management Reviews, technical meetings, subcontractor partner assessments and audits. Generate and author Subcontract Management Plans compliant to Command Media and identify measures for managing subcontractors. Support planning, execution and reporting of subcontract material and labor budgets, and estimate at completion (EAC) inputs. Work closely with Operations Proposal Group to develop subcontractor strategies including packaging work and negotiating to support the price to win.

Duties include, but are not limited to:
  • Compile technical and non-technical requirements and constraints, including external and internal interfaces, for allocation to potential Subcontractors in coordination with the Subcontract Administrator and the Product Technical Lead (PTL).
  • Develop (update) subcontract Statements of Work (SOW), develop (update) cost and schedule targets for Subcontractors to reflect the SOW and Supplier Product Specification.
  • Facilitate appropriate internal stakeholder review(s) of the proposed solicitation materials consisting of Supplier Product Specification(s), SOW, and Special Provisions to the company's standard terms and conditions to ensure it is consistent with the program goals.
  • Provide solicitation material (technical packages) to the program's supporting Subcontract Administrator and confirm any Special Provisions to the Standard Terms and Conditions.
  • Determine in coordination with Subcontract personnel acquisition type (competitive/non-competitive) in accordance with company procurement policies.
  • Develop Subcontractor selection criteria in coordination with the Subcontract personnel, to evaluate responses to solicitations and develop Source Selection plans in accordance with company procurement policies and facilitate Subcontractor selection in accordance with selection criteria, source selection plan, and company procurement policies.
  • Obtain functional staffing, partnered with Subcontracts management, and other resources, to establish and maintain bi-directional communications channels with the Subcontractor, and all Subcontractor-relevant data.
  • Lead the negotiations of Subcontract Document Packages to ensure that there is a common understanding of all requirements flowed down to the Subcontractor.
  • Conduct management, performance, and technical reviews with Subcontractors.
  • Create, implement, and drive Zero Defect initiatives.
  • Review critical schedule dependencies with Subcontractors and monitor critical subcontractor processes and/or products.
  • Facilitate the review and/or approve Subcontractor data items per plan and Subcontractor agreement and ensure that written approvals/rejections are communicated to subcontractors and ensure product acceptance is witnessed by appropriate personnel in accordance with Statements of Work/company procedures.


Required Education, Experience, & Skills
  • Experience in a large, complex multifaceted electronics design & manufacturing environment
  • Familiarity with defense aerospace industry & regulations and the Understanding of the role of subcontractors in complex industries.
    • Experience leading major procurement efforts in a Department of Defense (DOD) contracting environment.
  • Knowledge of FAR and DFAR regulations and the nature of flow down requirements.
    • Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
    • Understanding/knowledge of CPSR audits and requirements.
    • Comprehensive understanding of subcontractor solicitations and bid analysis/process.
  • Strong working experience generating, negotiating and executing major subcontracts/purchases.
    • Demonstrated ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles.

  • Professional Supply Chain Certification: C.P.M., C.P.S.M., P.M.P.
  • Graduate degree in a related field.

Pay Information
Full-Time Salary Range: $116419 - $197912

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
