Duties
Help
  • Plan, develop, formulate, present, defend, execute, and review all fiscal programs.
  • Develop specific fiscal programs to support plans and objectives.
  • Develop and implement budgetary reports.
  • Provide ongoing review and assessment of existing budgetary programs with regard to effectiveness, efficiency, and ability to fund.
  • Responsible for ensuring the complete and accurate classification and reporting of financial transactions in accordance with regulatory guidelines and directives.
  • Supervise employees engaged in tasks oriented to obtain the data necessary to accomplish budgetary programming, formulation, and execution.
  • Organize the daily operation of the Program and Budget Branch to ensure proper, complete, and timely reporting of financial management data.
  • Assign specific, ongoing responsibilities as well as special studies to include outlining specific objectives, deadlines, and anticipated difficulties.
  • Provide technical guidance with complex and unusual situations.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated as such in accordance with the NDAA 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Financial Management Certification Level 3 is required within 2 years of being hired. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing guidance on phases of budget formulation, analyzing budget data to ensure compliance with prescribed laws, policies and regulations; presenting budgetary briefings to senior leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
