As a IT Specialist (SYSANALYSIS) at the GS-2210-14 some of your typical work assignments may include:

The incumbent is responsible for ensuring the success of new program initiatives. Acts for the VLER Branch Chief as required and participates fully in policy decisions affecting the DEERS Division. The incumbent works with both the DoD TRICARE program and the VA health care and business communities to ensure that identity, information sharing, and determination of benefits operate under intended concepts of operations; as the Department of Defense joins and integrates efforts with the Department of Veterans Affairs to provide a continuum of health care for all military and their families from the time they enter military service until death and. burial. Synchronizes emerging policies and programs resulting from the National Health Care Bill for both the DoD and VA and influence those decisions to ensure there are no adverse impacts to beneficiaries who rely on developing standard automated systems. The incumbent translates these national and Federal initiatives into DMDC strategic initiatives and then into well-defined and actionable projects for the DEERS Division. Provides expert guidance in the assigned program and project areas to develop new processes and procedures, as needed, to address advancements in technology and new operational functions. The incumbent is responsible for providing senior technical, analytical, and program guidance and oversight on all aspects of these forward leaning initiatives that address software/hardware evaluation, standards. evaluation and implementation, systems analysis and testing; and interfaces with applications and any other necessary programs and databases.
The incumbent serves as a senior project/program manager, providing expert analysis and advice to the director and deputy director as well as senior executives within DoD and VA. Develops DEERS related department program policies, resolves critical problems or issues related to policy application, and coordinates major program functions within the agency and subordinate installations for the DEERS and TRICARE programs. Exercises delegated commitment authority for the VLER Branch and Division and agency for action in assigned programs.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
  • Leading IT projects from initial design through to completion and ongoing support.
  • Applying information systems security principles to protect and manage network infrastructure.
  • Designing application software, overseeing network management, and ensuring installed systems and services are effective.
  • Managing customer support principles and practices.
  • Utilizing proven methods to lead projects, address complex IT issues, and evaluate results.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210 series:
A. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    B. Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
