Duties include but are not limited to:
- Plans business objectives and strategies and establishes responsibilities and procedures for attaining CNIC's objectives. Direct and manages the day-to-day activities of CNIC's business operations through subordinate Headquarters level executives. Responsible for the overall operating performance of CNIC's business operations to include meeting approved annual plans.
- Directs, coordinates and establishes FFR program objectives and goals; develops FFR program policies, standards, and procedures; programs, budgets for and oversees execution of FFR program resources; and directs and oversees implementation of Navy and DoD QOL policy and guidance within CNIC.
- Provides analysis and evaluation of proposed and existing programs to determine need, effectiveness, and for CNIC determinations of funding.
- Plans and develop policies designed to improve the system's image and relations with Congress, State Officials, Department of Defense, sailors and their families, employees, vendors and the public.
- Recommends and implements changes that will enhance performance and productivity, and eliminates obstacles to the performance of CNIC's mission.
- Coordinates functions and operations between organizational components and establishes responsibilities for attaining goals and objectives; reviews and monitors operations to ensure compliance with CNIC's and higher authority policies and procedures and to determine progress towards stated goals and objectives; and initiates corrective action when goals and objectives are not met.
- Serves under the broad direction of the N9 Senior Executive Officer. Incumbent is vested with commitment authority to act for the N9 in all matters within existing policy. Works with a high degree of independence and technical expertise. Represents the N9 Senior Executive Officer in conducting visits to CNIC operational activities and in discussion of operational matters with responsible officials. Advises the N9 Senior Executive Officer on significant operational plans, programs, opportunities and problems.
- Attends meetings and conferences with Members of Congress, the Department of Defense, industry and civic leaders on matters of concern and interest to CNIC. In such contacts, is delegated authority and responsibility to speak and make commitments for the Command.
- Develops, sponsors development and implements new concepts to improve operational efficiency, reduce costs; achieve Navy goals and increase program quality.
- Establishes a climate of customer service and satisfaction throughout the system. Provides leadership in the development and implementation of policies designed to foster equal employment opportunity policies throughout CNIC Enterprise.
- Evaluates performance of assigned executives for compliance with established policies and objectives and contributions in attaining objectives.

- Must reside or be willing to relocate to reside within the commuting distance of Washington D.C.

A qualified candidate must possess the following:
- Six or more years of specialized experience in executive level business operations, involving the direct planning of business strategies and management of daily operations to achieve enterprise goals and mission.
- Extensive and expert knowledge of and ability to utilize principles, methods, techniques and systems of management.
- Mastery of concepts of program management, requirements determination, policy development, evaluative and analytical processes, and program implementation.
- Extensive knowledge of military F&FR program to the extent that the incumbent has the ability to apply experimental theories and new developments to problems which are not responsive to resolution by accepted methods.
- Expert ability to apply high level, sound independent judgment in the solution of financial problems and the administration of management programs.
- Ability to direct and coordinate difficult and complex programs.
- Ability to develop, apply and adjust plans and policies to attain objectives.
- Ability to select, develop and supervise a subordinate staff.
- Expert ability to make decisions or recommendations significantly changing, interpreting or developing important F&FR services policies or programs.
