Overview

Salary: $90,000 – $120,000
We are seeking a detail-oriented Human Resources / Resource Manager to support workforce planning, personnel coordination, and administrative operations for our client. The ideal candidate will bring experience managing human capital functions in a federal contracting (FedCon) environment, including staffing, onboarding, invoicing, and timekeeping oversight. This role requires excellent communication, organizational, and client relationship management skills to ensure smooth coordination between project teams and corporate HR operations.
Primary Responsibilities
Manage employee assignments, availability, and utilization across multiple federal programs.
Coordinate onboarding, offboarding, and personnel documentation in compliance with federal contracting requirements.
Oversee timekeeping accuracy and reconciliation, ensuring timely and compliant submissions in systems such as Deltek or equivalent.
Support monthly invoicing and labor validation processes in partnership with Finance and Program Management.
Serve as a liaison between corporate HR and project leadership on workforce planning and personnel issues.
Maintain and update staffing matrices, resource forecasts, and labor reports for management review.
Assist with recruitment coordination, job postings, and candidate tracking.
Support compliance with federal labor regulations, security clearance management, and company policies.
Prepare HR and workforce metrics reports for leadership and client review.
Promote a collaborative and transparent work environment through effective communication and proactive issue resolution.

Minimum Qualifications:
Bachelor’s degree in Human Resources, Business Administration, or a related field.
3+ years of experience in human resources or resource management supporting federal agencies.
Experience with timekeeping and invoicing systems.
Familiarity with HRIS systems and workforce reporting tools.
Strong organizational, analytical, and communication skills.
Proven ability to manage multiple priorities and maintain data accuracy.
Preferred Qualifications:
Knowledge of federal contracting labor categories, compliance, and billing processes.
Demonstrated ability to interface with both technical and non-technical stakeholders.
Proficiency with MS Excel, Teams, and SharePoint.
