Responsibilities
Noblis is helping the Federal Aviation Administration (FAA) manage large and complex telecommunications and information management programs that use state of the art technologies to manage enterprise infrastructure services essential to the safe and efficient operation of the largest, safest, and most complex aviation system in the world. This is a senior role as a project lead in the FAA's Telecommunications Infrastructure Replacement (TIR) Program and Telecommunication Integrated Services (TIS) group and as a Noblis manager. Specific responsibilities include:
Applies the principles, theory, and practice of multi-modal surface transportation planning. Has experience in different phases of the transportation system technology life-cycle. Has knowledge of traffic management center development, various telecommunications technologies/networking important to transportation systems;, and vehicle aspects of transportation systems. Experience with traffic modeling and simulation which includes working with capacity software, traffic analytical tools, travel demand modeling, GIS & traffic micro-simulation models is also important. Performs studies in traffic engineering, corridor studies, weather and environmental impact assessment, and travel demand analysis; develops concept of operations and plans for multi-modal surface transportation projects according to established engineering standards.
You serve as the primary contact for customers on assigned projects, leveraging knowledge of customer operations and business. In this role you are a manager with direct reports responsible for a department, task order or project that is a subset of a larger contract. Your focus is on planning, staffing, budgeting, delivering on commitments and ensuring operational excellence.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

- Collaborating with cross functional teams to evaluate, track, and monitor incoming TIR orders, ensuring they are processed in a timely manner.
- Preparing, delivering, and presenting bi-weekly TIR funding summaries to the TIR Program Manager and the TIS Finance Group detailing ordered versus invoiced and flagging when additional funding is needed.
- Managing full project lifecycles, collaborating with cross-functional internal and external teams and applying strategic planning to ensure successful project completion and alignment with enterprise goals.
- Delivering FTI technical solutions and programmatic guidance to National Programs, Regional service areas and other FAA stakeholders, ensuring projects are successfully implemented from initiation to completion.
- Identifying and pursuing continuous improvement opportunities that explore alternative methods and strengthen overall organizational performance.
- Performing as a people manager, including day-to-day-logistical management activities, guiding direct reports through needed changes and assisting direct reports in their career paths.

Required Qualifications
- Bachelor's degree
- 16+ years' experience in telecommunications engineering.
- Expert ability to communicate in written and spoken form with all audiences, including front line engineers and executives.
- Demonstrable experience in all aspects of project management.
- Minimum of 1 year experience leading a team or managing people.
- Ability to obtain a Public Trust Clearance.
- U.S. citizen or green card permanent resident (3+ years U.S residency required).
- PMP Certification
- Model Based Systems Engineering Certification
Desired Qualifications
- Federal Aviation Administration experience, particularly in the FAA's Program Management Office (PMO).
- Knowledge of and experience executing within the FAA Acquisition Management System.
- Strategic planning experience and / or the ability to think strategically and act tactically.
- Management experience or coaching and mentoring experience with a keen interest in furthering the careers of others.
- Experience developing workflow ordering processes tailored to FAA programs and specifically related to FTI ordering.
