Duties

  • You will manage various airfield maintenance programs in coordination with Public Works Department (e.g., runway rubber removal, pesticide, herbicide, airfield striping programs).
  • You will coordinate airfield construction projects (e.g., cargo handling, passenger and baggage handling, facilities improvement) to ensure operations conform to established safety practices and procedures.
  • You will oversee daily airfield inspections to identify discrepancies and system outages (e.g., navigational aids, landing aid systems, airfield lighting, pavement).
  • You will analyze existing transportation policies and regulations to recommend changes for procedural improvements and act as the Contracting Officers Representative (COR).

  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Position may require periods of travel away from the assigned airfield for meetings, conferences, and training.
  • A high degree of physical endurance is required due to a considerable amount of walking, bending, squatting, climbing, running, and standing involved during the inspections of runway conditions, facilities, and construction projects.
  • Occasional lifting of objects weighing up to 50 pounds may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing daily airfield checks to include safety, Foreign Object Damage and equipment conditions on the airfield runways, taxiways, parking aprons, ramps, facilities and airfield lighting systems; 2) Coordinating corrective actions during unsafe conditions and makes recommendations to close the airfield until the safety risk is mitigated; and 3) Coordinating daily airfield construction and maintenance projects. 4) Applying performance characteristics, capabilities, and limitations of various types of aircraft to make rapid, safe, and viable decisions when emergency and/or unusual runway conditions exist. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

I have successfully completed a master's or equivalent graduate degree.
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
OR
Successful completion of an LL.B. or J.D. that is related to the position being filled.
OR
A combination of experience and education as described above that equates to one year of experience.

This position requires exposure to high noise levels.

This complex is accessible only by aircraft and the incumbent must be willing to travel frequently to and from San Clemente Island (SCI). Due to remoteness incumbent is required to spend the work week on the island, and to commute to the mainland for weekends and holidays, at least once weekly, to oversee operation of the SCI Desk at NASNI.
