The Comprehensive Emergency Management Program (CEMP) directly supports the site with an enterprise-wide emergency management program in compliance with relevant site and host nation emergency management requirements.

Work Requirements
- Primary POC for the site Continuity and Emergency Management Group (CEMG) leadership
- Assist CEMG with strategic and operational planning activities, assessments, surveys, tests, training, and exercises (TT&E).
- Ensure site personnel are aware of and familiar with site CEMP regulations, plans, policies and SOP's.
- Provide subject matter expertise (SME) as needed, which may include 24/7 coverage and weekends during a real-world incident or exercise. Participate in and/or attend meetings, councils, committees, working groups, TT&E events, and boards.
- Ensure ongoing maintenance and execution of and compliance with IC, DoDI 6055.17 and FEMA EM requirements (e.g. Incident Command System and National Preparedness System).
- Develop quarterly enterprise EM working group meetings with EM POCs from across the enterprise. Develop, prepare, and administer annually an enterprise EM training conference for customer site EM POCs.
- Develop and maintain plans, after-action reports, and associated SOP's. Regularly review and update documentation.
- Test communications equipment.
- Conduct initial and annual training for order of succession personnel and other in key positions.
- Plan, coordinate, conduct, and document exercises. Develop after-action reports to recommend, track, and close corrective actions.
- Maintain contents of emergency and alternate operating locations.
Emergency Management Team Member qualifications include:
- Bachelors Degree or equivalent technical training, certification(s) or experience
- 15+ years overall experience
- Minimum 6 years of your experience to include technical and managerial experience associated with continuity at a federal agency with an established continuity program, continuity of government, mission assurance, and/or readiness program.
- FEMA IS-100, 200, 300, 700, & 800 training
- Experience working with the Incident Command System (ICS) structure. Certified ICS Instructor is preferred.
- Experience in formulating EM strategies and policies, developing responses and approaches, conducting emergency management planning, preparing easy-to-understand EM standard operating procedures for non-EM personnel, and developing and executing EM training
- Demonstrated experience developing briefing materials for US Government senior leaders
- Proficient computer/technology skills using business software products
- Active TS/SCI clearance and CI Polygraph
