Duties
Help

  • Plans, organizes, and directs the activities of 86th Communications Squadron, ensuring that Base Records Management, Freedom of Information Act and Privacy Act Program complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and the Knowledge Management Center; Records Management, Freedom of Information Act and Privacy Act Program objectives. Researches, interprets, analyzes and applies policies, principles, standards, and guidelines including requirements for archiving information maintained in electronic format. Conducts studies/analyses of a limited scope and/or assists incomprehensive records management studies/analysis of organizational functions and work processes.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.
  • Represents 86th Communications Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with MAJCOM, Staff Judge Advocate, and Commanders.
  • Conduct Program Reviews. Evaluates records management, Privacy Act, and Freedom of Information Act programcompliance with Air Force directives and public law. Reviews and evaluates administrative audits, request for privacy act information/FIOA and IG reports to determine appropriate changes or required corrective actions to ensure overall effectiveness of the programs.
  • Conduct Program Reviews. Establishes and conducts formal or informal training courses for installation personnel onmaintenance of records, Privacy Act, Freedom of Information Act and electronic records management. Such courses may include train-the-trainer instructions, initial orientations, Records Technical training, Functional Area Records Managers training, specialized training that includes action officers and individual user training.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Must be able to obtain and maintain a Secret Clearance.
  • May occasionally be required to work other than normal duty hours
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • PCS will be paid by the Gaining Unit.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of the program and related support resources. Knowledge to plan, schedule, conduct, and facilitate projects and studies to evaluate and recommend ways to improve the productivity of work operations in a program or support setting. Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization and installation. Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

A combination of education and experience as described above may be used to qualify for this position. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Records and Information Management Program, Freedom of Information Act Program, Privacy Act Program, Training Programs and Staging Area Program.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Ability to plan, organizes, and direct the functions and staff of a small to medium sized organization.

4. Ability to communicate effectively, both orally and in writing.

5. In-depth knowledge of the Electronic Records Management (ERM) requirements and all hardware/software requirements associated with the system.

6. In-depth knowledge of the Air Force Records Information Management System (AFRIMS) and the information technology associated with the program.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
