The primary purpose of this position is: To serve as Assistant Chief for Fire Prevention planning, directing, and coordinating all activities of the technical services program including a comprehensive inspection program of all on-base facilities to detect and eliminate hazards in a high fire expectancy area, and a base-wide population motivation training program in fire prevention. Supervises a small subordinate staff (typically less than 5 positions with at least one civilian).

1. As the Assistant Chief of Technical Services, participates in the administration and planning of a comprehensive fire prevention program at the installation. Manages the Hazard Assessment Inspection Program, Public Fire Prevention and Education Program, Fire Protection Engineering, and Extinguisher Maintenance Program.

2. Plans, administers, and supervises the fire prevention education program. Coordinates public relations activities and uses the news media to promote fire safety.

3. Reviews construction and modification plans, confers with engineers, and provides technical/functional assistance on fire prevention and building design criteria.

4. Performs supervisory personnel management responsibilities for a small subordinate staff with at least one civilian position. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

  • THIS IS AN OBLIGATED POSITION WHICH AN EMPLOYEE HAS RETURN RIGHTS. UPON THE EMPLOYEES RETURN, INCUMBENT COULD BE SUBJECT TO REASSIGNMENT.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent of this position is subject to the possibility of a random drug test.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This is a Physical demand effort, such as standing, walking, bending, crouching, stooping, stretching, and reaching.
  • Must be able to obtain and maintain a Secret Clearance.
  • This position requires a pre-employment physical/medical examination.
  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
  • Employee is required to use all safety equipment and clothing provided by management.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series.

SPECIALIZED EXPERIENCE: Current and Prior Federal Employees: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. External Applicants: must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of creditable specialized experience includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required for Current and Prior Federal Employees to meet the time-in-grade requirements for the GS-11 level. One year at the GS-10 level is required for External Applicants to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

Special Retirement Provisions Authority: FERS Position covered as secondary under the FERS special retirement provisions for Federal firefighters [5 U.S.C. 8401(14), 5 U.S.C. 8412(d), and 5 CFR 842.802]. OR Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902].

Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are: Fire Inspector III (includes Fire Inspector I, II), Fire Instructor II (includes Fire Instructor I), HAZMAT Awareness.

Incumbent will be utilized to fill in for the Assistant Chief for Operation position-Fire Officer III, Hazmat Incident Commander (includes Hazmat Awareness and Hazmat Operations), Airport Firefighter (includes Firefighter I and II).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes.

2. Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity.

3. Knowledge of the layout, design, construction, and contents of buildings; location of fire protection systems; and other similar characteristics of a typical DOD installation.

4. Ability to interpret facts, analyze, evaluate, and make sound decisions.

5. Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of an organization.6. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
