PHYSICAL DEMANDS

No special physical demands are required. The work is primarily sedentary; however, some movement may be required to obtain training materials, move and transport audio/visual equipment and course materials, and visit training and event sites.

WORK ENVIRONMENT

The work environment typically consists of offices as well as meeting and training rooms. The work environment involves everyday risks or discomforts that require normal safety precautions. Some events may be at night or on weekends.

MAJOR DUTIES:

As Supervisory Management and Program Analyst to the Assistant Director (AD), serves as Unit Chief of Operational Technology Division (OTD), Executive Operations Unit (EOU), the selected candidate will primarily assist the AD, and the Deputy Assistant Directors (DADs) in implementing, executing the vision, as well as the operations of countering threats through advanced technologies. The selectee will lead a team of government personnel in supporting the OTD executive management team by, among other things, coordinating compliance, policy and strategy management, OTD event planning, and providing input and recommendations on issues spanning the entire scope of the mission and strategic operations of the division and the FBI. The selectee will be expected to:
  • Participate in formal and informal executive management sessions regarding management policies.
  • Perform liaison functions and ensure business matters receive the AD's attention in an actionable format.
  • Identify and resolve problems and other operational matters involving overall effectiveness and efficiency of programs and initiatives under the AD's purview,
  • Establishing a regular cadence for collaborating with OTD's Special Assistant to ensure clear lanes for tracking and completion of AD tasks and division priorities.
  • Assist the AD, Deputy Assistant Director (DAD)'s and as needed, Section Chiefs (SC), in maintaining and enhancing OTD's extensive and dynamic relationships with the intelligence and law enforcement communities, commercial vendors, communication service providers, the forensic community, and friendly foreign governments.
  • Attend and/or lead executive level meetings regarding compliance, policy and strategy management, providing input and recommendations on issues spanning the entire scope of the mission and strategic operations of the division and the FBI.
  • Work to further OTD's support to all FBI investigative and intelligence programs, to include increasing awareness of OTD technologies and capabilities.

Specialized Experience (SE)

GS-15: Applicant must possess at least one (1) year of SE equivalent to the GS-14 grade level. SE is defined as follows:
  • Ability to plan, organize, direct, and coordinate the work of subordinate supervisors and employees in situations where diverse demands are involved, where numerous short-range tasks are to be completed, and where continual adjustments must be made for changes in policy, procedures, workload, or other circumstances.
  • Applying analytical and evaluative methods and techniques to issues concerning complex management processes and systems, which have government - or industry - wide implications. Analyzing and evaluating the effectiveness of program operations in meeting established goals and objectives (at least at the Division or section level)
  • Developing, monitoring and evaluating short and long-range program plans, goals, objectives and milestones for compliance to overall mission.

Desired Skills

    ADDITIONAL INFORMATION
    • The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.

      The selectee will be required to serve a one-year probationary period for initial assignment to a supervisory position.
    • Required Leadership Training: All FBI supervisors promoted after January 2022 are required to attend and complete the Training Division's Supervisor Essentials Program within 365 days from initial assignment into a supervisory position. Supervisors will need to complete both the "Mentoring and Coaching" and "Performance Appraisals" courses as part of the Supervisor Essentials program. The Supervisor Essentials course is a pre-requisite for the new Leading People (Virtual) and face-to-face version (VLP) that will be offered beginning the 2nd Quarter of 2022.
    • If you are selected, you will be required to serve a two-year probationary period. Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary Employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.
    • The probationary periods will be served concurrently.
