Product Security Cyber Engineering Manager
Why This is an Exciting Role:
The Product Security Engineering/Cyber Compliance (PSE/C) Manager at Boeing Intelligence & Analytics (BI&A) leads and shapes PSE/C efforts on the Missile Defense Agency's (MDA) Ground-based Midcourse Defense (GMD) System Integration, Test, and Readiness (SITR) contract. The selected manager will also fulfill the role of PSE/C Chief Engineer (CE), providing senior-level technical expertise, strategic leadership, and innovation to ensure cybersecurity is fully integrated throughout system integration, operational readiness assessments, and test execution. Functionally reporting to the SITR Task Order 1 (TO1) Program Manager, the successful candidate will influence cybersecurity strategies across the program and enterprise, engage with senior government and industry stakeholders, and drive the development and validation of advanced security solutions that safeguard the nation's missile defense capabilities against evolving cyber threats. GMD is an integral element of the MDA's layered ballistic missile defense architecture and is the United States' only operationally deployed missile defense program capable of defending the entire homeland against long-range ballistic missile attacks.

Cybersecurity Strategy and Architecture:
- Develop, implement, and influence comprehensive cybersecurity strategies and architectures tailored to the GMD program's ground-based missile defense systems, with a focus on supporting system integration and interoperability testing activities.
- Architect and validate robust security solutions addressing supply chain risks, insider threats, and advanced cyberattack vectors relevant to missile defense infrastructure.
- Validate the cybersecurity of interconnectivity and interfaces between components and subsystems to ensure seamless, secure operation within the greater GMD system architecture.
- Contribute to the development and adoption of digital engineering tools and processes to enhance product security throughout the system lifecycle.
Security of Facilities, Equipment, and Resources:
- Ensure the security and integrity of all facilities, equipment, tools, data, networks, and resources utilized throughout the product lifecycle, including design, development, build, test, storage, delivery, operations, and support phases.
- Develop and enforce policies and controls to protect these assets from cyber threats, unauthorized access, and insider risks, maintaining a secure environment that supports the GMD program's mission assurance.
- Collaborate with physical security, IT, and operations teams to integrate cybersecurity measures with facility and resource management practices, including securing test environments and simulation tools used during system integration and readiness activities.
Threat Analysis, Intelligence, and Risk Management:
- Lead continuous monitoring and analysis of the cyber threat landscape specific to missile defense ground systems, including advanced persistent threats (APTs) targeting the GMD program.
- Develop and maintain a structured repository of identified threats and vulnerabilities, perform comprehensive risk assessments, and formulate effective mitigation strategies to reduce cyber risks across all program phases.
- Provide actionable threat intelligence and risk assessments to senior MDA leadership, Boeing program management, and other stakeholders to inform defensive strategies.
Security Requirements Development and Cybersecurity Compliance:
- Lead the development and analysis of complex product security requirements, ensuring they are comprehensive, traceable, and aligned with government and industry standards.
- Manage cybersecurity compliance efforts, including overseeing NIST Risk Management Framework (RMF) processes such as obtaining Authority to Operate (ATO) and Authority to Connect (ATC) to maintain continuous certification and mission assurance.
- Define and identify product security requirements for suppliers and subcontractors, ensuring their seamless integration into Boeing's GMD products and services.
- Ensure product and process conformance to project plans, DoD cybersecurity mandates, NIST standards, RMF processes, MDA-specific security requirements, and other relevant industry and regulatory frameworks.
- Lead certification and accreditation activities, coordinating with government agencies and external auditors to maintain compliance and mission assurance.
Cybersecurity Operations and Testing:
- Lead cybersecurity test planning and execution in support of system integration and readiness activities, ensuring realistic threat scenarios are incorporated into test events.
- Collaborate with SITR test teams to validate security controls and system resilience under operational conditions, analyzing test results to drive remediation and continuous improvement.
- Lead the development and execution of cyber test events, including penetration testing, red team activities, vulnerability assessments, and cyber resiliency tabletop exercises tailored to GMD operational contexts.
- Validate security controls and incident response capabilities to ensure mission assurance under cyber attack conditions.
Leadership and Team Management:
- Responsible for management of staffing levels, performance valuations, performance development and career counseling.
- Lead cross-functional/cross IPT cybersecurity teams supporting the GMD SITR program, providing technical guidance, mentorship, and fostering a culture of security excellence.
- Guide the professional development of junior, mid-level, and senior engineers, contributing to the growth and capability enhancement of the PSE/C team.
- Provide technical leadership across multiple programs or business units, influencing enterprise cybersecurity policies and practices.
- Control Account Management (CAM) of the team budget
- Responsible for deploying Boeing Engineering Initiatives and best practices, as appropriate, for improved quality and efficiency
Stakeholder Engagement and Collaboration:
- Serve as the principal cybersecurity liaison among Boeing engineering teams, MDA program offices, government customers, suppliers, and industry partners.
- Collaborate closely with internal and external stakeholders to integrate security best practices into system engineering, software development, operational procedures, and supply chain management.
- Engage with senior government officials, industry consortia, and Boeing enterprise leadership to drive cybersecurity standards, regulatory compliance, and risk mitigation strategies.
- Work closely with the SITR program office, test organizations, and government readiness teams to ensure cybersecurity requirements and risks are addressed during integration and test phases.
Innovation and Continuous Improvement:
- Lead complex research and development initiatives to innovate and enhance product security capabilities, addressing emerging threats and evolving operational requirements.
- Identify opportunities to improve security processes, technologies, and digital engineering methodologies to strengthen the GMD program's cybersecurity posture.
- Drive improvements in cybersecurity test methodologies and tools used in SITR activities.
Consultation and Advisory:
- Provide expert technical recommendations to program and enterprise leadership on cybersecurity risks, solutions, and strategic opportunities.
- Advise customers on maintaining product security and certification, including managing the security implications of system modifications and upgrades.

Experience and Qualifications:
To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:
Required Education and Years of Experience:
- Bachelor's degree or higher in Engineering, Computer Science, Engineering Data Science, Mathematics, Physics, Chemistry, or related technical discipline from an accredited institution (ABET preferred).
- Minimum 14 years of relevant experience in cybersecurity, systems security engineering, or related fields, preferably within defense or missile defense programs.
Required Qualifications:
- This position requires an active Secret U.S. Security Clearance with the ability to obtain a Top Secret/SCI U.S. Security Clearance.
- Experience managing a multi-disciplined technical team
- Deep expertise in cybersecurity principles, systems security engineering, threat intelligence, and risk management within defense or missile defense domains.
- Proven experience leading complex cybersecurity projects, managing resources, schedules, and budgets effectively.
- Experience with system integration and test environments, including cybersecurity validation in operational or simulated test settings.
- Demonstrated ability to lead and influence technical teams and stakeholders at multiple organizational levels.
- Recognized as a principal technical authority with a track record of driving enterprise cybersecurity initiatives and innovation.
- Exceptional communication skills with the ability to engage senior leadership, government customers, and industry partners.
