ActioNet is looking for a Program Manager requiring a Secret Clearance. This position is located at Camp Humphreys, South Korea.
The Program Manager is responsible for the overall execution of the contract and serves as the primary liaison between the contractor team and US Forces Korea (USFK) leadership. This role ensures full compliance with all requirements outlined in the Performance Work Statement (PWS), manages project schedules, budgets, staffing, and risk, and oversees the delivery of all contractual obligations. The Program Manager will lead the development and implementation of the Quality Control Plan (QCP), monthly Quality Control Reports (QCR), transition plans, and continuous process improvement initiatives. They will coordinate closely with government stakeholders, subcontractors, and internal leadership to resolve issues promptly, address mission needs, and maintain operational continuity throughout the contract lifecycle.
Additional responsibilities include:
Providing strategic guidance to project teams to align performance with mission priorities and contract objectives.
Leading regular program reviews, briefings, and status updates for senior USFK leadership.
Overseeing contract staffing, including recruitment, onboarding, performance management, and workforce planning.
Ensuring compliance with DoD, USFK, and organizational policies, including cybersecurity, safety, and quality standards.
Managing change control, configuration management, and documentation for all program activities.
Monitoring financial performance and ensuring alignment with approved budgets and cost controls.
Identifying risks, developing mitigation strategies, and maintaining a proactive risk management framework.
Supporting audits, inspections, and assessments to ensure full readiness and contract compliance.
Requirements:
• Education: Bachelor’s degree in IT, Engineering, Business, or related field
• Experience: Minimum 5 years managing engineering and/or cyber contracts with 30+ personnel; experience supporting a 4-star command staff (~1,200 personnel)
• Certifications: PMP preferred; ITIL or other management/cyber-related certifications are a plus
• Strong communication skills with the ability to brief senior military leadership
• Demonstrated expertise in contract management, quality assurance, and mission support operations
