Northrop Grumman Mission Systems (NGMS) is seeking a Subcontract Manager 1 to support the Naval and Oceanic Systems (NOS) Business Unit (BU). This position is located in Charlottesville, VA.

Role Overview

Lead and grow a high performing team of 4-5 Subcontracts Administrators and Buyers. Manage the full subcontract lifecycle for the Maritime Systems & Integration and Strategic Programs operating units of the Naval and Oceanic Systems (NOS) business unit. Ensure priorities align with business objectives, maintain strong program team engagement, and communicate status to NGMS and GSC stakeholders.

The most pivotal program out of the Charlottesville facility is the Offshore Patrol Cutter, Stage 2 Program (OPC 2), which hinges on a tightly coordinated supply chain, complex systems integration, and adherence to rigorous defense-industry standards. Charlottesville's Manager of Subcontracts 1 will lead the buying/subcontracts team in supporting delivery of supplies for all critical materials central to the cutter's maneuvering and endurance capabilities.

Charlottesville's Manager of Subcontracts 1 is the nexus of accountability that keeps OPC2's subcontracting activities coherent, compliant, and on-track. Their leadership supports the program's ability to deliver a fleet-ready mobile OPC on time, within budget, and to the high-level performance standards required by the customer.

Key Responsibilities
  • Leadership & Development -Mentor, coach, and assign workloads to drive timely execution of daily requirements.
  • Program Integration - Build effective relationships with functional teams; translate program needs into clear procurement actions.
  • Strategic Procurement - Design and negotiate long term agreements, sourcing partnerships, and continuous improvement initiatives that enhance efficiency and compliance.
  • Policy & Process - Contribute to the evolution of agile, efficient, and compliant GSC policies and procedures.
  • Compliance - Ensures compliance with all regulatory and public law requirements as well as company (and business) policies and procedures including import/export regulations.


Essential Qualifications
  • Contracting Expertise - Deep knowledge of Department of War (DoW) and non-DoW contracting terms and conditions, compliance, and lifecycle processes.
  • Leadership & Communication - Proven ability to lead a diverse team, articulate strategies orally and in writing, and negotiate effectively.
  • Strategic Thinking - Experience in developing subcontracting strategies that align with business and program goals.
  • Stakeholder Management - Track record of engaging cross functional teams and communicating status to senior stakeholders.


Other Responsibilities Include but Not Limited To:
  • Lead, mentor, coach, guide, motivate, challenge, train, and support team of 4-5 subcontract administrators and buyers.
  • Review/status proposal and active subcontract requirements and ensure those meet customer requirements.
  • Development of negotiation strategies and plans.
  • Review and approval of purchase order compliance.
  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment.
  • Support of proposal activities. Prepares bid packages, conducts bidder's conferences, analyzes, and evaluates proposals, negotiates subcontract provisions, selects, or recommends subcontractors, writes awards, and administers resulting subcontracts.
  • Review and approval of supplier agreements (i.e., Teaming Agreements, Long Term Pricing Agreements, Overriding Agreements, etc.).
  • Communication within GSC, Division, Program and business areas of procurement status and issues.
  • Support leadership meetings with the Program Management Office, GSC, Operations, Quality, Engineering, and other functionals.


Basic Qualifications:
  • Bachelor's degree with a minimum of 5 years of experience working with supply chain, procurement, and/or subcontracts, or a Master's degree with a minimum of 3 years of experience working with supply chain, procurement, and/or subcontracts
  • Experience with the proposal process, pricing instructions, terms and conditions and determine the adequacy of supplier proposals received
  • Experience working with multiple contracting formats, including Firm Fixed Price and Cost Reimbursable, possess knowledge relating to special payment provisions (progress or performance-based payments).
  • Experience with SAP or related business application software.
  • Work experience with U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS), Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures
  • People leadership experience of 2+ years as a team lead or manager
  • Must be able to obtain and maintain a Secret Clearance
  • US Citizenship


Preferred Qualifications:
  • Master's Degree in Business, Global Supply Chain or Project Management
  • Experience working on high dollar development Subcontracts (i.e. $25M Cost Reimbursable)
  • Experience conducting oral presentations to senior leadership
  • Internal Northrop Grumman Subcontracts experience
  • 6 years of DoD (DoW) Subcontract Management Experience
  • Knowledge of Earned Value Management System (EVMS)
  • Experience managing suppliers or subcontractors with various program management techniques and tools, e.g., EVMS, IMS, RTGs, etc.
  • Previous CAM Experience or Training
  • Risk mitigation experience
  • Negotiating experience with contracts in excess of $25 million
  • Change Management experience


Primary Level Salary Range: $104,500.00 - $156,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
