Duties

- Performs complex budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for NORAD and USNORTHCOM J6 Directorate.
- Manages complex budget execution work involving the obligations incurred and the actual expenditures of a budget with multiple sources and types of funding, such as direct annual, multi-year, and no-year appropriations, apportionments, allotments, transfer of funds from other agencies, revenue from industrially funded operations, and refunds.
- Serves as the primary Defense Travel System (DTS) Reviewing Official (RO) and provides a supporting role to the Government Travel Charge Card (GTCC) Agency Program Coordinator (APC).
- Develops, prepares and presents briefings, correspondence, position papers for all levels of management and leadership within the directorate.
- Uses automated budgetary systems and computer-generated products in accomplishing budgeting assignments.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP,
  • (cont.) the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force,

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies.
  • This position is eligible for situational telework, which is separate and distinct from the employee's eligibility. DD Form 2946, DoD Telework Agreement and required telework training must be completed prior to participation in telework program.
  • (cont.) Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
  • This is a Financial Management Level 2 Certified position. Incumbent shall comply with these requirements of this certification program.
Qualifications

In order to qualify, you must meet the Administrative and Management Positions experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Extensive knowledge of budgetary methods, policies, precedents, goals, objectives, regulations, and OMB and Congressional guides applying to combatants commands and programs; sources, types, and methods of funding for combatant commands and programs; and budgetary and financial relationships between assigned budgets and programs and budgets of other agencies' components and organizations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of commonly used and joint staff budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts.
2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to combatant command programs/organizations.
3. Ability to communicate effectively both orally and in writing to justify, defend and/or advise on budgetary processes/actions; negotiate complex issues; and maintain good working relations with co-workers, subordinates, and supervisors.
4. Ability to lead the gathering, assembly, and analysis of data in the preparation of budget estimates, developing alternatives and making recommendations to resolve budget/funding problems.
5. Skill in designing and conducting comprehensive studies, using a wide range of qualitative and or qualitative methods, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in a major command program.
6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and organize the entire process in briefings, papers, or reports provided for top management and decision-making.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
