Duties

  • You will lead and manage system engineering analysis, planning and execution of tasking.
  • You will ensure technical rigor is applied across system engineering activities.
  • You will develop and review engineering artifacts during the planning and execution of systems engineering activities to ensure system designs meet defined requirements.
  • You will expand knowledge in combat systems to understand key element and component level design aspects. Develop key systems engineering competency areas.
  • You will develop a working knowledge of combat system hardware (HW) and software (SW) configurations and specific functions.
  • You will utilize and implement Agile development, DevSecOps, Data Analytics and Model Base System Engineering (MBSE) best practices for future combat system development.
  • You will use innovative thinking and resourcefulness to solve problems and adapt to changing technology, missions and priorities.

  • FOR THE 1515 SERIES: This is a Cyberspace Workforce position, work role code 422, proficiency level Basic the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • FOR THE 1550 SERIES: This is a Cyberspace Workforce position, work role code 651, proficiency level Basic the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR THE ND-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist conducting design, development, test & evaluation, integration, or in-service engineering for system engineering projects. Examples of specialized experience may include: conducting systems engineering analysis and design; utilizing agile development, data analytics, and Model Base System Engineering (MBSE) tools to create, manage, and analyze digital models of complex systems, supporting design, simulation, and requirements traceability.

FOR THE ND-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-02 (GS-05/08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist that demonstrates an understanding and application of core system engineering principles (i.e. requirements analysis, design, integration, testing, and/or maintenance) to solve problems or perform tasks in support of engineering assignments.

Education

This is an interdisciplinary position and may be filled by a General Engineer (0801 series), an Operations Research Analyst (1515 series), a Mathematician (1520 series), or a Computer Scientist (1550 series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0801, 1515, 1520 and 1550) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

FOR THE 0801 - General Engineering Series:
A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. C. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. D. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

E. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

FOR THE 1515 - Operations Research Series: A degree in operations research; or related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics, and at least 3 of the 24 semester hours were in calculus.

FOR THE 1520 - Mathematics Series: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics; or, a combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.

FOR THE 1550 - Computer Science Series: A degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.

Substitution of Education for Experience:
FOR THE ND-03:
The following education may be substituted for specialized experience as follows:

Successful completion of a master's or equivalent graduate degree.
or
Successful completion of two full years of progressively higher level graduate education leading to a master's degree.
or
A combination of specialized experience and graduate education as described above that equates to one year of experience.
