Duties

Duty 1 - Performs systematic and detailed multi-source intelligence research and analysis of traditional and non-traditional sources of information to illuminate highly adaptable Transnational Criminal Organization (TCO) threats in the AOR.

Duty 2 - Recognizes intelligence gaps and initiates action across the interagency aimed at remediating identified shortfalls through targeted collection.

Duty 3 - Serves as an intelligence liaison at the U.S. Embassy, responsible for integrating the intelligence activities of JTF-N with Interagency Partners (e.g. Department of Justice and Department of Homeland Security).

Duty 4 - Provides intelligence products to support mission planning. Provides intelligence briefings and written intelligence products on current and future threat pictures derived from the CIP to enable operational planning and to provide situational awareness to JTF-N, DOD, Federal LEA, and interagency partners.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • This position is subject to provisions of the DoD Priority Placement Program.

  • Direct Deposit: All federal employees are required to have direct deposit.
  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • Employee is subject to random Counter Intelligence (CI) Polygraph (Poly) screenings as a condition of employment. Failure to submit to a CI-Poly will result in debrief from all SAPs and removal from the position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies.
  • Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • Pre-Employment Requirement: Employee must obtain and maintain an Official Diplomatic Passport and VISA as a condition of employment.
  • IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of
  • (Cont.) an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility.
  • (Cont.) A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the Professional work category are at the Full Performance work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data, including law enforcement data, in order to make recommendations in developing intelligence capabilities and threat assessments. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of semi-complex to complex information/situations attained from multiple sources, to include database manipulation. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of DOD, Joint, U.S. Federal law enforcement agencies, and the national intelligence community structure, organizations, policies, mission/functions, inter-relationships, and operations focused on major transnational threat issues.

2. Knowledge of the Intelligence Cycle (Planning and Direction, Collection, Processing and Exploitation, Production, Dissemination and Integration, and Evaluation) and the principles, concepts and methodologies of intelligence analysis to include link analysis, tolls analysis, matrix analysis, traffic pattern and trend analysis, document exploitation, and database manipulation.

3. Knowledge of all-source collection systems (i.e. SIGINT, MASINT, IMINT, and HUMINT), requirements formulation, validation and review processes within the Services, DOD, and national arenas to include Intelligence production process and the relationship of that process to ad hoc and standing collection requirement.

4. Skill in using commercial software applications along with Intelligence Community databases, specifically those systems used to analyze transnational threats which require handling classified and law enforcement sensitive data in accordance with established DOD procedures and law enforcement policies and procedures.

5. Ability to effectively communicate, both written and oral on a daily basis, and represent the command at meetings with other intelligence, law enforcement, and partner nation organizations. Ability to identify and assess international drug trafficking and related transnational threats, including trends, funding and group relationships.

6. Knowledge of the capabilities, roles, and responsibilities of the intelligence community and law enforcement agencies involved in CD/CTCO missions.

CONDITIONS OF EMPLOYMENT CONTINUED:

1. This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment. Access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) is required to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

3. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.

4. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.

5. Physical/Medical examination is required as a condition of employment for pre-employment and as required throughout the employee's appointment to the position. The examination must be documented on Form DS-1843, Medical History and Examination for Foreign Service. If additional evaluations are needed to make a pre-employment clearance decision, Form DS-616, Authorization for Medical Tests/Consultations, will be issued. The employee is required to submit Form DS-3057, Medical Clearance Update, if there are any significant changes in their medical condition(s) at any time. Such changes include but are not limited to a hospitalization or urgent outpatient treatment; a change of or initiation of regularly taken medications; or the need for regular, frequent follow-up.

6. Each eligible family member who will accompany an employee assigned abroad must undergo a pre-assignment medical examination prior to proceeding abroad for the first time. Medical examiners must use Form DS-1843, Medical History and Examination for Foreign Service (for Individuals aged 12 and Older), and Form DS-1622, Medical History and Examination for Foreign Service (for Children 11 Years and Under). Each agency must verify an eligible family member's medical clearance status before issuing travel orders. Failure to obtain post approval before traveling abroad may result in the individual being denied participation in the Medical Program and access to health units abroad.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
