  • Manages the Mission Sustainment, Encroachment Management, and Community Partnership Program for the Air Force Reserve utilizing asset management principles. Applies expert analytical and evaluative skills to determine the actions necessary to support the policies, plans, and budgets, in the areas of comprehensive planning to include compatible land use, encroachment mitigation for the entire installation complex and mission footprint, to ensure successful implementation of these programs. The incumbent administers a complex activity management planning process to develop unique funding solutions utilizing federal assistance and grants through outside agencies.
  • Serve as the focal point for coordinating Air Force Mission Assurance enterprise planning, programming, budgeting, execution, and policy efforts. Directs course of action development and drives solutions, projects, and assessment reports to champion readiness improvement efforts. Provides the commander and HQ staff with sufficient instruction, materials, and guidance to make informed decisions to maintain comprehensive and effective mission assurance planning that enables Air Force mission essential functions (MEF) and capabilities supporting DoD strategic missions.
  • Executes Portfolio Management Analysis. The incumbent is responsible for enterprise-wide Mission Capability Analysis that includes complex analyzation and centralized management of base and community challenges, requirements, projects, opportunities, or programs based on numerous key characteristics to ensure mission sustainability based on Air Force guidance in support of the mission. Identifies, prioritizes, and authorizes projects and programs to achieve specific strategic objectives to advance joint wing and community interests and gain access to federal funds to fill capability gaps.
  • Integrates AF enterprise-wide mission sustainment/encroachment management and decision support based on Key Performance Indicators (KPIs) and Targets & Measures (T&M) derived from strategic policy, guidance, and mission requirements. The incumbent utilizes AICUZ, mission sustainment risk reporting, Federal Aviation Administration master plans and community partner developmental initiatives to align installation requirements into a long-term plan and execution strategy.
  • Maintain liaison with DoD, Military Components, Congress, all appropriate government agencies and private planning organizations, as well as state and local government agencies to implement the OSD Mission Sustainment/Encroachment Strategy and mitigation initiatives. Leads teams and working groups of cross functional disciplines engaged in developing and recommending proposals and implementation plans. Organizes team efforts, develops, and recommends proposals for improvement, resolves integration issues identified, and advocates program management concerns. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications.
  • Represents the organization at executive levels within the Government and to contractor/industry representatives. Participates in conferences and meetings to deliver presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives. Negotiates and resolves controversial issues, advocates proposals and recommendations, and reports on progress in resolving critical issues. Consults with managers and executives to influence future policies and initiatives from a program management perspective.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, theories, policies, and procedures of the following professional fields: Mission Sustainment including environmental, civil, mechanical, electrical, or general engineering, Community partnership and planning including Noise analysis and Air Installation Compatible Use Zones, Mission Assurance including security, protection, and risk-management countermeasures. To include comprehensive knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness and extensive knowledge and skills in analyzing and resolving conflicts in policy and program objectives and/or problems in very complex or controversial transactions involving complex negotiations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the concepts, theories, policies, and procedures of one or more of the following professional fields:

- Mission Sustainment including environmental, civil, mechanical, electrical, or general engineering

- Community partnership and planning including Noise analysis and Air Installation Compatible Use Zones

- Mission Assurance including security, protection, and risk-management countermeasures

2. Knowledge of mission sustainment asset management principles, applicable public laws, Office of the Secretary of Defense (OSD), Department of Defense (DoD), and Air Force concepts, theories, policies, directives, and procedures.

3. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.

4. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; and methods of evaluating the effectiveness of planning actions related to actual events.

5. Skill in identifying actual or potential problem areas, trends, and/or similar factors to improve Air Force program operations and management systems.

6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry. Knowledge of safety and security regulations, practices, and procedures.8. Skill in researching, analyzing, interpreting, and applying rules, regulations, and procedures; identifying compliance issues; and in evaluating system safety, efficiency and effectiveness

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional Conditions of Employment:
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.   • Lautenberg Amendment Statement: Position requires access to firearms.   • This position is designated as a key position IAW DoD Directive 1200.7 Duties of this position are essential to the accomplishment of wartime/contingency operations.
