DESCRIPTION

Position: Foreign Disclosure Representative

Location: Orlando, FL

Clearance: TS/SCI

The Foreign Disclosure Representative (FDR) will serve as the key point of information dissemination for request for information and intelligence from foreign countries and foreign country intelligence agencies. This includes but is not exclusive to FVEY partners and other coalition nations. You will review, sanitize, and produce releasable versions of intelligence products to include: reports, graphic data, and metadata from various Army projects. Candidate must have a keen attention to detail and high familiarity with making accurate classification and release authorizations in accordance with the National Disclosure Policy-1 (NDP-1) and other IC guidance directives to include DoD Joint classification and release authorities and manuals.

The FDR ensures disclosures or releases of classified information occur in a Government-to-Government forum, and functions as SME in Foreign Disclosure with regard to general and specific areas of the CFT's mission to protect technology and U.S. classified military information (CMI) while balancing determinations with disclosure authorities, sensitivities, and disclosure criteria and prohibitions.

Other Duties & Responsibilities:

Policy Development Support and Records Management

  • Assist development, coordination, and implementation of policy and guidance for Foreign Disclosure (FD) processes and Security & Intelligence functions. Receive record, track, coordinate, process, and disseminate all request for release of classified information within HQ AFC DOIS or CFT for which assigned. Ensure all disclosures or releases of classified information are IAW National Disclosure Policy 1 (NDP-1).
  • Maintain record of all original request for disclosure and a copy of any modified or edited to include a copy of the final approved product. Maintain a copy of all original and final approved products for a period of one (1) year from date of disclosure.
  • Complete required Foreign Disclosure training and receive a Delegation of Disclosure Authorization Letter (DDL) issuing limited disclosure and release authority IAW HQ AFC FDO guidelines.
  • Receive Government Officials' requests for foreign disclosure, the foreign disclosure officer will have access to scheduled events to ensure foreign partners are cleared for access.
Foreign Disclosure SME and Facility Access Liaison

  • Function within parameters of a DDL to make recommendations to government leads with regard to disclosure/release; includes reviews of CMI and controlled unclassified information for oral/visual disclosure and/or documentary release to foreign partners via authorized channels and recommending determinations authorizing disclosure and/or release of same as required.
  • Coordinate foreign visits (FV) via FV System; (i.e. be capable of accepting, transferring, or rejecting a FV assigned to the CFT; interact with base/installation security, and other security personnel as required to ensure FV access). Follow-up with information and nature of discussions.
  • Coordinate with AFC Foreign Disclosure Officer (FDO) or DOIS Counterintelligence Officer for support. Draft general and specific FD guidance for Government, review as required, to include 'standing' guidance, so as to provide foundational FD information and program protection guidance to end-users; (may consist of collecting disclosure 'history', compiling standing guidance based on FAQs, or most frequently occurring tasks/requests.
  • Maintain awareness and ensure local security programs include Information Security, Personnel Security, Industrial Security, OPSEC, and Intelligence Facility Physical Security will protect classified and sensitive but unclassified information IAW HQ AFC protection benchmarks.
  • Coordinate with HQ AFC for additional support, or security subject matter expertise in areas not adequately provided. Serve in intelligence security support role. Provide general intelligence security support and training for the local organization, and coordinate with the Intelligence Security SMEs at HQ AFC, when tasks exceed their ability at the local level.


REQUIREMENTS

Minimum Qualifications:

  • Security Clearance: Must be a US citizen and have a minimum of an (active) Top Secret/SCI security clearance.
  • Bachelor of Sciences (BS) or a Bachelor of Arts (BA), and eight (8) years of foreign disclosure or international programs experience.
  • Attend Government provided FD training and certification.
  • Demonstrated commitment to producing outstanding work that balances the need to provide customer service as well as efficiency in keeping processes moving
  • Excellent interpersonal verbal and written communication skills; able to successfully and effectively liaise with people within and across departments in a multi-cultural environment; confident communicator that can drive consensus-based decisions Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies
  • Ability to work independently, resourcefully and to own initiative, with flexibility to changing priorities and an eagerness to learn under pressure
  • Ability to maintain professionalism, confidentiality, and sensitivity to various issues; and to advise on organizational performance, strategic planning, and interact with high-level government officials
  • Solid computer and technical experience and knowledge (Microsoft Office Suite, database management (and e-learning tools, such as learning management systems and web seminar delivery tools)
  • Participate in data gathering, workflow documentation and process/practice redesign efforts


Desired Qualifications:

  • Demonstrated Foreign Disclosure Officer or Military Disclosure Officer Experience
  • Demonstrated Foreign Military Sales experience
  • Demonstrated ORCON Classification experience, in an ORCON authority role
  • Previously designated as a FDO or FDR with recordation of authorization documentation
