About the Organization:
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) provides the U.S. military with cutting-edge development, integration, and testing of naval warfare systems. NSWCDD supports classified and unclassified Research, Development, Test, and Evaluation (RDT&E) programs across multiple locations, including Dahlgren, VA; Dam Neck Activity, VA; Wallops Flight Facility, VA; Naval Observatory, DC; Quantico Marine Corps Base, VA; Norfolk Naval Shipyards, VA; and Naval Base San Diego, CA.
The Corporate Operations Department (Code 10), specifically the IT Division (Code 104), manages unclassified and classified networks, including NMCI, cNMCI, SDREN, JWICS, and other commercial and government networks. Code 104 provides IT asset management, procurement, network infrastructure support, endpoint support, application development, VDI, SharePoint administration, and cybersecurity services to support NSWCDD’s mission.
Position Overview:
The NEN Analyst will provide advanced technical, analytical, and operational support for NSWCDD’s network and IT programs. The role focuses on the planning, design, evaluation, and maintenance of network systems, including local area networks (LANs), wide area networks (WANs), intranets, and Internet connectivity, in support of both classified and unclassified operations.
Responsibilities:
• Plan, design, and evaluate new and existing computer network systems and services.
• Provide analytical, technical, and administrative support for network operations.
• Develop and implement network policies and procedures, ensuring network integrity.
• Conduct maintenance and modifications to existing applications and systems.
• Perform day-to-day troubleshooting of AMCI administrative and network-related issues.
• Support IT Service Management (ITSM), digital transformation initiatives, and operational IT tasks.
• Apply operations research techniques to optimize network performance, resource allocation, and process efficiency.
• Collaborate with IT, technical, and operational teams to achieve mission objectives.
Required Qualifications:
• Education: Bachelor’s degree in Engineering, Physics, Mathematics, or related field.
• Experience: Minimum of 7 years of professional experience in operations research or network/IT analysis.
• IT Certifications: IAT II
• (T3) level certification required.
• Demonstrated experience with NEN programs, including ordering, seat refresh, and troubleshooting administrative issues.
• Familiarity with ITIL, DESMF, DevSecOps, and Agile frameworks.
• Ability to operate effectively on both classified and unclassified networks.
• Strong analytical, problem-solving, and communication skills.
Preferred Skills:
• Experience supporting Navy IT programs and systems.
• Expertise in digital transformation, ITSM, and enterprise application support.
• Knowledge of cybersecurity and traditional security practices.
