About the Program
This position supports the Naval Surface Warfare Center Dahlgren Division (NSWCDD) under a large-scale IT Operations, Cybersecurity, and Digital Modernization contract. NSWCDD is a premier Research, Development, Test & Evaluation (RDT&E) organization responsible for delivering advanced naval warfare systems and IT environments across multiple classified and unclassified networks, including uRDTE, cRDTE, SDREN, JWICS, NREN, NMCI, and commercial networks.
The Corporate Operations Department (Code 10) and IT Division (Code 104) are leading efforts to modernize, optimize, and streamline NSWCDD’s enterprise IT environment, with a focus on automation, digital transformation, ITSM maturity, and delivering secure, responsive IT capabilities to mission users.
As part of this effort, the DADMS Analyst will support enterprise application management, portfolio governance, software lifecycle support, and compliance with Navy-wide systems and approval processes.
Responsibilities
• The DADMS Analyst will provide specialized technical support to NSWCDD stakeholders across classified and unclassified environments, including the following tasks:
• Department of the Navy Application Portfolio Support
• Manage and maintain Navy software portfolios using:
- Department of the Navy Applications and Database Management System (DADMS)
- Navy Information Dominance Approval System (NAV-IDAS)
- Information Technology Purchasing Request (ITPR) process
• Coordinate with Functional Area Managers (FAMs) to determine software status, compliance, and approval paths.
• Input, update, and maintain application records and required documentation within DADMS.
Technical & Analytical Support
• Collect, review, and analyze technical and operational data to develop recommendations for NSWCDD.
• Define issues, gather relevant data (cost, schedule, performance, usage), and conduct root cause analysis.
• Conduct interviews and fact-finding with Government managers, SMEs, and technical users.
• Prepare mathematical models, cost/benefit assessments, or process analyses as needed.
• Assist in implementing approved recommendations and process improvements.
Application & System Support
• Support application administration, configuration, and testing for enterprise applications.
• Collaborate with Software Engineers and Developers on enhancements and new capabilities.
• Provide accurate analysis of new application requirements and support troubleshooting for existing tools.
Documentation & Reporting
• Prepare written reports, briefs, and recommendations for Government review.
• Deliver oral presentations summarizing findings, technical impacts, and proposed solutions.
Required Qualifications
• Education: Bachelor’s degree in a business or technical field.
• Minimum 2 years working directly with DADMS, NAV-IDAS, and ITPR processes.
• 7 years total experience in engineering/science management, operations research analysis, financial/cost analysis, or related disciplines.
• Experience supporting U.S. Navy programs, operations, or IT environments.
• Certifications: Must meet DoD IAT II requirements (Security+ CE or equivalent).
• Clearance: Active Secret (T3) eligibility required at time of hire.
• Strong understanding of ITIL best practices, DESMF, and DoD/DoN IT governance (preferred).
Desired Skills
• Experience working with NSWCDD or other NAVSEA warfare centers.
• Familiarity with ITSM, DevSecOps environments, agile practices, and digital transformation initiatives.
• Knowledge of enterprise applications, cybersecurity compliance, and Navy network environments (RDTE, NMCI, SDREN, JWICS).
• Ability to work collaboratively with technical teams, SMEs, and Government staff.
