Overview:
We are seeking a highly skilled Systems Programmer (Web/SharePoint) to provide technical and operational support in a classified and unclassified IT environment at the Naval Surface Warfare Center Dahlgren Division (NSWCDD). This position is part of a government RFP contract supporting full lifecycle IT operations, service management, and digital transformation initiatives.
The ideal candidate will have experience developing and maintaining websites, SharePoint environments, and networked systems while ensuring compliance with DoD, NAVSEA, and Navy IT standards. This role supports NSWCDD’s mission to deliver technologically superior warfare systems and modernize IT operations across its network of labs and detachment sites.
Key Responsibilities:
• Design, develop, test, and maintain web applications, SharePoint sites, and networked systems.
• Modify and optimize system instruction sets to improve performance, security, and operational efficiency.
• Analyze system performance indicators, including response time, transaction throughput, and concurrency.
• Support IT Service Management (ITSM) and Information Management (IM) practices in accordance with ITIL®, DESMF, and DoD standards.
• Provide full lifecycle IT support including troubleshooting, installation, configuration, endpoint support, and cybersecurity compliance.
• Collaborate with technical departments to implement modern, automated, and scalable IT solutions.
• Support both classified (JWICS, TS/SCI) and unclassified (uRDTE, NMCI) networks.
Qualifications:
• Bachelor’s degree in Computer, Electrical, or Electronics Engineering, or Mathematics with a concentration in Computer Science.
• Minimum of 4 years of professional experience in computer software development, network systems, database maintenance, or SharePoint administration.
• Proficiency in HTML, JavaScript, CSS, C++, and experience with SharePoint development.
• Experience with software engineering principles, algorithm design, and debugging complex systems.
• Familiarity with ITSM frameworks (ITIL®), DevSecOps practices, and Agile methodologies.
• T3 / IAT II security clearance required. Favorably adjudicated personnel security investigation mandatory.
• IAT II certification.
Preferred Skills:
• Experience supporting classified DoD networks and information systems.
• Knowledge of enterprise application development for web and mobile platforms.
• Strong analytical and problem-solving abilities in a high-security, mission-critical environment.
