Overview
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is seeking a highly skilled Data Analyst to support classified and unclassified IT and information management (IM) operations. This role is part of a broader effort to modernize, optimize, and simplify NSWCDD’s IT environment while supporting full lifecycle IT operations, Information Technology Service Management (ITSM), digital transformation, and enterprise application development.
The selected candidate will provide advanced analytical and operational support, ensuring efficient and effective IT service delivery across NSWCDD’s networks, programs, and departments. This position requires collaboration with technical departments, adherence to IT best practices and frameworks, and contribution to innovative solutions in data analysis, business intelligence, and operations research.
Key Responsibilities
• Assess complex data systems and programs to support ad-hoc and standing management or customer requests.
• Develop methodologies, queries, reports, and databases to analyze and present data effectively.
• Examine data quality, applications, and system functions; produce operational outputs and sustain ongoing operations.
• Research new data sources, analytical tools, and contribute to product development and improvement.
• Provide expertise in data warehousing, legacy conversion specifications, and design of data structures and product specifications.
• Support mapping and integration of authoritative data feeds, ERP systems, and financial systems (Working Capital Fund and General Fund accounting).
• Develop training materials and support users in database applications and analytical tools.
• Ensure compliance with ITIL®, DoD Enterprise Service Management Framework, DevSecOps, Agile frameworks, and other relevant methodologies.
Required Qualifications
• Bachelor’s degree in Engineering, Physics, Mathematics, or related field.
• Minimum of 7 years professional experience in operations research or data analysis.
• At least 4 years of experience in Business Intelligence and Data Warehousing.
Experience in:
• Data mapping, logical data modeling, interface specifications, report specifications, and data validation.
• Designing and implementing enterprise data solutions.
• Advanced analytical skills for operations research and business intelligence applications.
• ERP data knowledge, integration of new data feeds, and WCF/General Fund accounting principles.
• Ability to research, assess, and recommend improvements in data systems, processes, and outputs.
• Familiarity with IT asset lifecycle support, cybersecurity, endpoint support, enterprise applications, and IT operations.
• Knowledge of IT Service Management (ITSM) principles and frameworks.
Preferred Skills
• Strong understanding of NSWCDD IT environment, networks (uRDTE, cRDTE, SDREN, JWICS), and enterprise systems.
• Experience in supporting classified and unclassified environments.
• Familiarity with automation, digital transformation, and technical project execution in government IT.
• Excellent communication skills to collaborate with cross-functional teams and stakeholders.
