Job Title: Data Scientist (Operations II / ANP2) – NSWCDD IT & IM Support
Location: Dahlgren, VA (with possible support at NSWCDD detachment sites)
Clearance Requirement: IAT Level II Certification with T3, access to classified networks
Position Type: Full-Time, Contract (RFP Bid)
Position Overview:
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is seeking a highly skilled Data Scientist to provide advanced analytics and data management support under classified and unclassified IT and Information Management (IM) environments. This role is critical to modernizing, optimizing, and automating IT operations and enabling data-driven decision-making across the Command.
The Data Scientist will collect, analyze, and interpret structured and unstructured data to identify trends, provide actionable insights, and inform strategic decision-making. This position requires collaboration across IT, operations, and technical departments to enhance NSWCDD’s digital transformation and IT service management (ITSM) capabilities.
Key Responsibilities:
• Collect, organize, and analyze data from multiple sources to identify trends, patterns, and opportunities.
• Manage and migrate unstructured data using advanced tools (e.g., Komprise).
• Build, maintain, and optimize large, complex datasets to support decision-making.
• Develop innovative analytical models using operations research techniques, simulation, linear/non-linear programming, dynamic programming, stochastic modeling, and other methods.
• Provide actionable insights and recommendations to IT and business leadership.
• Support ITSM, digital transformation, and IT operations initiatives through data-driven solutions.
• Communicate findings effectively to both technical and non-technical stakeholders.
• Identify new data sources and innovative uses for existing data to enhance operational efficiency.
Required Qualifications:
• Bachelor’s degree in Engineering, Physics, Mathematics, or a related analytical discipline.
• Minimum 7 years of professional experience in operations research or data analysis.
• At least 4 years of experience managing and migrating unstructured data.
• Expertise in advanced data analysis, statistical modeling, and complex data set management.
• Familiarity with ITSM, IT operations, and digital transformation practices in a large organization.
• Ability to work with both unclassified and classified networks in compliance with DoD standards.
• Strong communication skills, with the ability to translate complex data into actionable insights.
• Familiarity with operations research methodologies: simulation, linear/non-linear programming, dynamic programming, queuing and stochastic processes, analytic hierarchy process.
Desired Skills & Competencies:
• Experience supporting large-scale IT operations or enterprise IT environments.
• Knowledge of DoD and NAVSEA IT frameworks and cybersecurity requirements.
• Ability to adapt analytical approaches to rapidly changing technology and operational requirements.
• Strong business acumen to connect data insights to organizational goals and strategic initiatives.
