Job Summary:
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is seeking a technically skilled and highly organized Program Analyst to provide management and technical support across IT operations and information management (IM) programs. The Program Analyst will support classified and unclassified systems, contributing to the command’s mission to deliver superior 21st-century naval warfare systems. This role requires expertise in IT service management, program and project planning, and reporting for DoD and Navy programs.
Key Responsibilities:
• Compile, analyze, and report complex technical information for grants, contracts, and agreements.
• Assess program and project activities and provide status updates, reports, and recommendations.
• Classify program, project, or system enhancements and provide support for installation of new or revised programs and systems.
• Participate in Technical Progress and Design Reviews, program technical meetings, and contribute to technical reports, white papers, and briefings.
• Support financial planning, budgeting, and execution of project funds; maintain integrated management schedules (IMS) for planning and tracking purposes.
• Coordinate task planning, schedule development, and execution for DoD and Navy programs.
• Utilize Microsoft Office Suite to produce detailed and complex reports, including tables, graphs, and charts.
• Ensure compliance with industry best practices, ITIL, DESMF, and agile frameworks for IT service delivery.
Required Qualifications:
• Two (2) years of work-related experience in management support with demonstrated technical understanding and ability to prepare complex technical documents and reports; OR
• Three (3) years of specialized experience in financial planning, budgeting, IMS development, and coordination of DoD/Navy program tasks.
• Strong proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, and Access).
• Familiarity with IT service management practices, cybersecurity protocols, and IT lifecycle operations.
• Experience processing complex technical reports with multiple formats (tables, charts, multi-columns).
• Strong analytical, organizational, and problem-solving skills.
• Ability to work in a collaborative environment and communicate effectively with technical teams and leadership.
Requirements:
• Experience supporting classified and unclassified DoD networks (NMCI, JWICS, SDREN).
• Knowledge of DevSecOps practices, IT modernization, and digital transformation initiatives.
• Familiarity with IT asset lifecycle support, endpoint management, and enterprise application support.
• Ability to follow established frameworks such as ITIL, DESMF, and PMI PMBOK.
• Must be able to obtain and maintain a favorably adjudicated SECRET security clearance (T3 level).
