Three Sisters Federal is seeking a Program Manager. he Program Manager provides overall leadership and direction for the Indian Health Service (IHS) Enterprise IT Operations & Maintenance (EIT O&M) program. This position manages multidisciplinary teams supporting enterprise data centers, applications, cybersecurity, and end-user services for a nationwide federal healthcare network. The Program Manager ensures that all operations meet contractual performance standards, compliance requirements, and the IHS mission of delivering secure, reliable technology services to American Indian and Alaska Native communities.
Location: Remote with occasional travel to Rockville, MD
Key Responsibilities
· Lead overall program execution, resource management, and performance tracking in accordance with HHS EPLC and PM framework.
· Serve as the primary liaison with the COR, Contracting Officer, and IHS OIT leadership.
· Oversee project planning, SLAs, and deliverables across all task areas.
· Manage risk, change control, and process improvement initiatives.
· Maintain key program documentation including management, quality control, and tactical operations plans.

Basic Qualifications:
- Bachelor's degree in IT, Business, or Engineering (Master's preferred)
- Minimum 10 years of IT program/project management experience, including 5 years on federal IT O&M contracts.
- PMP or PgMP certification (required); ITIL v4 Foundation (required within 90 days).
- Proven experience managing large, complex federal IT service contracts.
