Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.

Noblis ESI is seeking an experienced All-Domain Overhead Cooperative Operations (AOCO) Systems Engineer to support our government client on-site in Chantilly, VA.
Responsibilities Include:
- Support a coalition of government users transforming single INT capabilities into a cohesive, coherent multi-INT grid of capabilities by focusing on solving the hard problems of tactical operations.
- Design, embed, integrate, fuse, and verify capabilities to develop the government's next generation framework.
- Responsible for researching, gathering, and writing formal requirements, translating those requirements into user stories and providing Statements of Work (SOWs).
- Engage with the tactical community and their government representatives to collaboratively design, document, and validate system interfaces for use in disconnected, intermittent, and limited bandwidth environments.
- Support Agile development teams as the Product Owner providing government direction, oversight, validation and verification of the artifacts to meet government program milestones.
- Moderate and support a community collaborative development environment to integrate multiple development teams and government efforts that use software development capabilities and methodologies.
- Leverage their experience in software integration and software architecture in support of our clients and team to integrate tactical and national capabilities.
Required Qualifications
- Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph.
- US Citizenship is required.
- Bachelor's degree with 8 years of experience OR Master's degree with 6 years of experience.
- Specific knowledge of at least one of the following intelligence disciplines - SIGINT, GEOINT, or MASINT.
- Minimum of 4 years of experience working with the DoD or IC software development programs.
- Ability to facilitate community technical exchange meetings to identify system requirements and capabilities, and then translate them into software design, interfaces, testing features, and user stories.
- Excellent interpersonal skills and ability to summarize and brief technical briefings to senior-level Government leaders, civilians, military officers, and technical experts.
- Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously.
- Ability to work independently with minimal supervision and perform other duties as assigned.
- Demonstrated experience with Jira and/or Confluence.
Desired Qualifications
- Active CompTIA Security+ certification, preferred.
- Minimum of 6 years of project management experience, systems engineering, or software development experience in industry or DoD/IC acquisition project management.
- Ability to assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgement.
- Demonstrated software development experience.
- Demonstrated network design and architecture experience.
- Experience with Risk Management Framework (RMF).
- Working knowledge in SAFe Agile or similar agile processes.
- Working knowledge of tools like Git, Jenkins, Nexus, Fortify, and TestRail.
