Basic Requirements for Health System Specialist:
Specialized Experience: One year of specialized experience which includes: analyzing health care service performance within a medical facility; assisting in the development of facility procedures to improve performance; and managing healthcare data systems to support data retrieval and analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Help
- Collaborate with healthcare professionals and applicable administrative staff to ensure appropriate security measures are in place to safeguard PHI.
- Develop guidance and assist in the identification, implementation, and maintenance of policies and procedures for local implementation of the DoD HIPAA regulatory and public law requirements.
- Incumbent is responsible for the development, implementation, maintenance, and oversight of security policies, standards, guidelines, and procedures to ensure the confidentiality, integrity and availability (CIA).
- Ensure compliance with the new DoD Instruction 8510.01 Risk Management Framework (RMF) with the focus on addressing risk from an organizational, mission/business process and an information system perspective.
- Ensure that appropriate security measures and mechanisms are in place to prevent unauthorized access to electronic PHI and protect against reasonably anticipated threats.
- Perform internal audit of data access and use the findings to detect and deter breaches.
- Oversee, direct, and ensure delivery of initial privacy and security training and orientation to all employees, volunteers, clinical staff, business associates, and other appropriate third parties.

- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
