Duties
Help
  • Provides monthly financial management reports, prepares and submits budget request for upgrades to postal automation, equipment enhancements, personnel, training, awards, and travel.
  • Executes full range of human resources functions (including performance management as outlined in DoD 1400.25M, SC1940.5.7.4) and fiscal responsibilities within established timelines and in accordance with applicable regulations.
  • Develops a vision for the work unit; aligns performance expectations with organizational goals.
  • Analyzes military mail GBS worldwide and AMPS dispatches for all prograde and retrograde transportation lanes to ensure the DoD is assigning military mail to air carriers IAW all DoD and USPS ICAIR and Global Trade Compliance requirements.
  • Coordinates with DoD and USPS stakeholders on changes.

  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019 (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program).
  • Must pass urinalysis testing, as required prior to appointment and periodically thereafter.
Qualifications

This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

This position is a temporary position and may be extended up to a maximum of 2 years.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes analyzing the Military Postal Service (MPS) Transportation network; analyzing transit time trends from origin to destination, delays, cost benefit analysis, maintaining and improving the transportation network; analyzing policies, programs, and operations to identify issues affecting program efficiency such as Global Business Systems; review Customs and Border Protections (CBP) holds for clearance; and analyzing data utilizing automated systems such as Automated Military Postal System (AMPS) and United States Postal Service (USPS) systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
