Position Summary

The Team Lead & Junior Program Manager, Contract Response Team, is responsible for the day-to-day operational performance of the ITES-4H contract vehicle. This role is a player/coach position that combines hands-on RFQ intake and quote development with process leadership, workflow discipline, CLIN catalog stewardship, and contract performance reporting.

The role establishes operational standards for ITES-4H responses, partners with the Contract PMO on governance and compliance, and collaborates with Sales Operations, Contracts, Finance, Engineering, and Supply Chain to ensure consistent, compliant contract execution.

While the primary scope is ITES-4H, the Team Lead & Junior Program Manager may receive exposure to additional vehicles (SEWP, GSA) for learning and overflow support.

Key Responsibilities:

Contract Response Execution
Lead daily RFQ intake, vetting, and quote development for ITES-4H, ensuring accuracy, compliance, and timely submission.
Oversee structured workflows covering intake, assignment, approvals, deadlines, and final submission
Serve as an escalation point for complex responses, pricing requirements, and CLIN interpretation.
Operationalization of the Contract Practice
Develop and document standardized processes, templates, and playbooks for RFQ and quote execution.
Collaborate with Business Systems and Sales Operations to define data standards, system fields, automations, and dashboards that support contract performance.
Establish workflow governance, roles, responsibilities, and controls aligned with ISO-9001 and the broader Contract PMO structure.
CLIN Catalog Management
Manage the lifecycle of the ITES-4H CLIN catalog, including updates, data quality, pricing alignment, attribute standards, and version control.
Coordinate with OEMs, distributors, Finance, and Contracts to ensure catalog accuracy across internal systems and contract portals.
Maintain standardized CLIN attributes, crosswalks, and catalog governance documentation.
Performance Metrics & Reporting
Own contract-level KPIs, including response timeliness, accuracy, win/loss analytics, CLIN quality, and catalog freshness.
Deliver monthly and quarterly performance reporting packages to the VP of Operations and Contract PMO.
Support contract-specific reporting obligations such as ITES-4H monthly and quarterly deliverables.
Team Leadership & Development (Player/Coach)
Provide direct RFQ and quote execution support while coaching junior resources.
Identify staffing needs for quoters, coordinators, and catalog analysts, and assist with hiring and onboarding.
Establish quality standards for responses, documentation hygiene, and workflow discipline.
Cross-Functional Alignment & Governance
Partner with Sales Operations, Contracts, Finance, Engineering, and Supply Chain to ensure aligned contract execution processes.
Support the Contract PMO in compliance reviews, internal audits, external audit readiness, and continuous improvement efforts.
Contribute to enhancements in pricing governance, OEM terms visibility, and system-based risk controls.
Contract Expansion & Backup Coverage
Provide cross-training or overflow assistance for SEWP, GSA, or other federal vehicles as bandwidth and development goals allow.
Support special projects related to contract modernization, catalog enhancements, or PMO improvements across vehicles.
Required Qualifications:

2-6 years of experience in federal contract operations, contract vehicles, RFQ/quote execution, Sales Operations, or related operational fields.
Experience with federal acquisition processes, contract compliance, and CLIN-based catalog structures.
Strong understanding of workflow design, process documentation, and operational controls.
Proficiency in quoting tools, contract portals, pricing workflows, and ERP/CRM systems (e.g., NetSuite, Contraqer, Salesforce, Dynamics, etc.).
Excellent organizational, analytical, and written communication skills.
Ability to work under deadline pressure with high accuracy and attention to detail.
Preferred:

Direct experience supporting or executing responses under ITES-3H or ITES-4H.
Prior experience in a player-coach leadership role.
Familiarity with ISO-aligned governance structures and PMO methodologies.
Working knowledge of OEM pricing programs, partner portals, and federal quoting processes.
