SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of concepts, principles, and practices of the occupation sufficient to carry out very difficult and complex work assignments. In-depth knowledge and skill in applying analytical and evaluative methods and techniques used inorganizing and assessing mission requirements, organizational capabilities, potential shortfalls, alternatives, etc. Knowledge and skill in applying analytical and evaluative methods and techniques to improve organizational efficiency/productivity, develops new or modified work methods, processes or procedures. Knowledge of the major programs, mission, and functions of the organization. Knowledge of the role of air refueling operations in the total mobility wartime mission.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of Air Mobility Command, Air Combat Command, and USSTRATCOM operations, policies, practices, and procedures. Knowledge of the application of AF military rated KC-135R/T pilot expertise as it applies to assigned KC-135 programs, weapons systems, operations and with an emphasis on USSTRATCOM aircrew command and control procedures. Knowledge of combat operations, air operations systems, flight operations, communications, and security and
their impact on OPLAN 8010 as well as technical familiarity with all aspects of the OPLAN 8010 is a must, and contingency operations. Knowledge of handling and positively controlling classified information and materials up to and including Top Secret. Skill in analytical and evaluative techniques used in organizing and assessing mission requirements, capabilities, and shortfalls. Skill in maintaining effective working relationships with leadership during exercise or actual emergency management sessions. Ability to produce written plans, policies, procedures and guidelines as a classroom instructor to include the preparation and delivery of multi-media lesson plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Lead lecturer/instructor on all aspects of wartime and contingency missions tasked by USSTRATCOM, USTRANSCOM, and regional combatant commander OPLANs.
- Strategic Combat Mission Director/Planner: Directs, leads, oversees and provides guidance for wing combat planning and preparation activities immediately prior to and during times of general war.
- Conventional Contingency/Operational Director/Planner: Directs, leads, oversees and provides guidance for wing combat planning and preparation activities immediately prior to and during times of conventional war or contingencies.
- Action Officer (AO): Leads/participates in discussion, meeting, or serves on panels or committees.

- May be required to perform Temporary Duty (TDY). TDY may require the use of regularly scheduled commercial or military transportation.
- Performs other related duties as assigned.
- Employee is subject to call 24 hours a day, 7 days a week in support of war, contingency, or exercise operations.
- The employee is also subject to working 12-hour shifts.
- In the absence of the supervisor, may be required to serve as acting supervisor.
- Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
- Experience in all facets of desktop publishing methods (graphics, layout design, scanning, and digital photography) is highly encouraged.
Conditions of Employment Continued:
- IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Recent experience as a KC-135R/T pilot and recent experience with USSTRATCOM aircrew command and control
procedures is mandatory, Employee is a KC-135 Weapons Instructor Course (WIC) school graduate is desired. - Travel, as required, to attend working groups and give lectures and participates in panel discussions.
