Summary
Defense Acquisition Support Services (DAS) is seeking a Federal Procurement IP Analyst with deep expertise in Intellectual Property (IP), Government Data Rights, and Contract Law to support our customer at Picatinny Arsenal. This role provides direct acquisition and contract support across the full procurement life cycle and requires strong knowledge of FAR/DFARS IP clauses, data rights, and federal procurement processes.
This position is critical in advising government stakeholders on IP implications, contract modifications, and regulatory compliance to ensure strategic protection of government interests.

Defense Acquisition Support Services (DAS) is seeking a Federal Procurement IP Analyst with deep expertise in Intellectual Property (IP), Government Data Rights, and Contract Law to support our customer at Picatinny Arsenal. This role provides direct acquisition and contract support across the full procurement life cycle and requires strong knowledge of FAR/DFARS IP clauses, data rights, and federal procurement processes.
This position is critical in advising government stakeholders on IP implications, contract modifications, and regulatory compliance to ensure strategic protection of government interests.
Key Responsibilities
- Provide acquisition and contracting support for DoD procurement actions throughout the life cycle.
- Serve as a subject matter expert for Intellectual Property, technical data rights, DFARS clauses, and software licensing considerations.
- Analyze contractor data rights assertions and advise on the legal and technical impacts.
- Support Contracting Officers and Program Managers with government contract law interpretations, especially related to IP and changing conditions.
- Evaluate and support contract modifications, including scope changes, cost impacts, and regulatory requirements.
- Develop and refine acquisition documentation such as:
- Statements of Work (SOWs) / Performance Work Statements (PWS)
- Independent Government Cost Estimates (IGCEs)
- Acquisition Strategies and Plans
- RFI/RFP packages
- J&As
- Conduct market research, prepare evaluation criteria, and support source selection.
- Ensure compliance with FAR, DFARS, DoD 5000 series, and local acquisition policies.
- Collaborate with legal counsel, engineers, and technical professionals to assess IP risks and develop mitigation strategies.
- Support data deliverables, licensing requirements, and technical data management frameworks.
- Track acquisition milestones and maintain documentation for audit and decision-making.
Required Qualifications
- Bachelor's degree in business, Law, Engineering, or related field.
- 5+ years of DoD acquisition or contracting experience.
- Strong working knowledge of:
- FAR/DFARS IP and data rights clauses
- Government contract law
- DoD procurement and acquisition processes
- Experience assessing IP assertions and interpreting technical data rights.
- Familiarity with contract modifications and understanding change conditions.
- Excellent communication and documentation skills.
Desired Qualifications
- JD or relevant legal coursework in government contract law or Intellectual Property.
- DAWIA or DAWIA-equivalent training in Contracting or Program Management.
- Experience supporting Army or Joint Services programs.
