Position Summary
Command Cyber Solutions, LLC (CCS) is seeking a Project Manager to lead the DOE TRANSCOM Technical Support Services program in Carlsbad, NM. The Project Manager serves as the primary point of contact with the Department of Energy's Carlsbad Field Office (CBFO) and is responsible for ensuring operational excellence, contract compliance, and technical integrity of the TRANSCOM system, DOE's real-time tracking and communications network for transuranic and radioactive material shipments.
The ideal candidate is a seasoned federal project manager with deep knowledge of IT operations, transportation tracking systems, and DOE mission support environments. Essential Duties & Responsibilities:
Serve as the primary interface between CCS, DOE CBFO, and all TRANSCOM stakeholders.
Lead overall project management, ensuring all operational, technical, and administrative functions meet DOE contract performance standards.
Direct and oversee TRANSCOM Communication Center (TCC) operations, maintaining 24/7 monitoring readiness during active shipments.
Manage transition-in and transition-out activities to ensure uninterrupted service continuity.
Supervise multidisciplinary teams, including operations staff, technical specialists, and system engineers supporting TRANSCOM's mission-critical functions.
Coordinate system maintenance, cloud migration, and software lifecycle management in partnership with DOE COR/CO.
Ensure compliance with DOE Orders, federal cybersecurity standards, and CCS corporate quality management processes.
Lead development and submission of contract deliverables, including quarterly performance reports, risk management updates, customer surveys, and training documentation.
Oversee development of training modules and certification programs for TRANSCOM users, including DOE, carrier, and shipper personnel.
Maintain accountability for Government Furnished Property (GFP) and provide lifecycle recommendations for software and hardware assets.
Conduct strategic planning, staffing oversight, budgeting, and subcontractor management to ensure cost-effective contract performance.
Support DOE exercises, assessments, and technical reviews related to system performance and continuity of operations (COOP).
Lead risk identification and mitigation, promoting a culture of operational excellence, safety, and continuous improvement.
Education, Certification & Experience Requirements:
Education Required:
Bachelor's degree in Engineering, Computer Science, Information Systems, or Business administration.
Certifications Required (only one required):
PMP (Project Management Professional) certification (Required)
ITIL v4 Foundation, Lean Six Sigma Green Belt, or Agile/Scrum Master (Preferred).
Experience Required:
10+ years of experience managing complex IT or logistics programs supporting federal agencies.
5+ years of direct experience supporting DOE, DoD, or similar federal operational environments.
Proven track record in systems lifecycle management, transition planning, and technical team leadership.
Experience managing cloud infrastructure migration (AWS or equivalent) and 24/7 operational systems.
Demonstrated ability to interface with senior government officials, deliver presentations, and manage stakeholder expectations.
Knowledge, Skills & Abilities:
Knowledge:
Knowledge of DOE Transportation and Tracking Systems, demonstrated through a comprehensive understanding of TRANSCOM operations, logistics monitoring processes, and regulatory compliance frameworks such as DOE O 460.2, DOE O 150.1B, and NIST FIPS 201.
Knowledge of systems lifecycle management and cloud infrastructure operations, with experience overseeing software maintenance, database administration, and the secure migration of applications to AWS or equivalent cloud environments in compliance with federal security and continuity standards.
Skills:
Skill in project planning and contract oversight, including the ability to coordinate multiple technical and operational workstreams to ensure that all deliverables meet DOE contractual and performance objectives.
Skill in communication and stakeholder engagement, with the capacity to collaborate effectively with government officials, technical teams, and external partners to resolve challenges, build consensus, and sustain uninterrupted mission operations.
Abilities:
Ability to lead cross-functional teams in high-reliability environments, managing multidisciplinary personnel supporting logistics, IT, and security operations while maintaining full compliance with DOE and CCS policies.
Ability to analyze operational and programmatic risks, develop and implement mitigation strategies, and drive continuous improvement initiatives that promote operational excellence and contract compliance.
Working Conditions/Working Environment/Physical Demands:
Hybrid work environment combining remote coordination with periodic onsite presence at the DOE Carlsbad Field Office (CBFO) and the TRANSCOM Communication Center (TCC) in Carlsbad, New Mexico.
Duties performed in both office and secure facility settings, requiring adherence to DOE site access, safety, and security protocols.
Frequent interaction with DOE personnel, technical staff, and subcontractors through both virtual and in-person meetings.
May occasionally require work beyond standard business hours to support 24/7 TRANSCOM operational readiness, shipment monitoring, or mission-critical events.
Periodic travel to DOE and stakeholder sites for reviews, training sessions, and coordination activities.
Fast-paced, deadline-driven work environment requiring adaptability, situational awareness, and professional conduct at all times.
