Duties
Help
  • You will develop, plan, execute, and manage SERMC's Shipboard Fire Safety, Prevention and Response Program.
  • You will serve as Fire Safety Officer, responsible for implementing requirements of Navy, Naval Sea Systems Command (NAVSEA) and Commander Naval Regional Maintenance Center (CNRMC) in addition to federal regulatory agencies laws and regulations.
  • You will perform a wide range of duties required to ensure command wide compliance with safety and health laws and regulations issued by Federal, State and local governments.
  • You will conduct unplanned event/mishap investigations on shipboard fire related incidents and complete a detailed report that will be provided to the Safety Manager.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience attending fire prevention and housekeeping inspections on navy vessels and reviewing ship's force, Lead Maintenance Activities (LMA) and contractor's work that affects ships damage control response systems and capabilities.
  • Experience conducting shipboard fire related investigations including completing detail reports.
  • Experience in firefighting through trainers and underway drills or actual shore-based performance and knowledge in shipboard damage control and fire safety principles and procedures and shipboard firefighting practices as well as damage control practices.
  • Experience reading ship drawings and applying knowledge to determine damage control applicability, knowledge with ship plan of the day (SPOD), knowledge with ship fire safety councils (FSC), knowledge of ship repair, shipbuilding techniques, damage control and fire safety management practices and principles.
  • Experience and ability to effectively lead and train others, ability to prepare written reports and presentations and to conduct briefings or oral presentations.

Education

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience

Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
  • Managing safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Certificates

Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.

Incumbent must be able to obtain and maintain the qualifications listed below within eight (8) months of assignment to be a qualified FSO:
A. Instruction;
B. Practical training;
C. Written examination; and
D. Oral board covering all applicable requirements of NAVSEA TECPUB 8010.
The FSO must demonstrate knowledge of:
A. Requirements of the NAVSEA TECH PUB 8010 manual applicable to the assigned class of ship;
B. All Fire Safety Watch (FSW) knowledge factors;
C. Federal Emergency Management Agency (FEMA) courses IS 00100, 00200, 00700, and 00800;
D. Navy firefighting and damage control processes;
E. Fire safety and response plans required by NAVSEA TECPUB 8010;
F. Characteristics, arrangement of compartments, tanks and accesses for the assigned class of ship;
G. Configuration, function, capabilities, and operation of damage control systems for the assigned class of ship;
H. Tag out and work control processes;
I. Industrial hot work processes; and
J. SERMC instructions, and orders pertaining to shipboard fire safety.
