Northrop Grumman Mission Systems has an opening for a Manager, Subcontracts Administration 2 (M2) to join our team of qualified, diverse individuals. This position will be located on site in San Diego, CA 92128, and requires a US Secret Clearance (or ability to obtain one) supporting various restricted environments.

This position requires leadership competencies to form strategies to construct various contracting types for major subcontract activities (Domestic and International). This role provides an opportunity to lead and manage a team of subcontract specialists who are responsible for the essential functions listed below.

Primary Level Salary Range: $146,600.00 - $219,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- All phases of Subcontracting from initiation of the business case for make or buy decisions, market research, single/sole source determinations, request for proposals, commercial item determinations, source selection decision, proposal evaluations, negotiation strategy, award, and execution of technical, cost and performance requirements.
- Coordinates and collaborates with key partners such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
- Manages preparation of bid packages, supports bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
- In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
- Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
- Manages performance of the portfolio, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
- Employs sound business practices and assesses supplier performance as part of follow-up activities.
- Manages and develops strategic/key suppliers.

Basic Qualifications:
- Bachelor's Degree with at least 8+ years' experience, OR a master's degree with at least 6+ years' experience in any of the following: Subcontracts Management, Procurement, Program Management, Contracts Management or related experience.
- Leadership experience - Manager or Team Lead experience is acceptable
- Experience with FAR and DFARS and/or similar environments supporting programs that range from research & development to full-rate production.
- Experience working with multiple complex contracting types and agreements including Firm Fixed Price, Time and Material, and Milestone/Performance Based Payments.
- Experience with SAP or related purchasing software, in addition to MS applications Excel, PowerPoint, Word, Outlook.
- Current DoD Security Clearance, or ability to obtain one, is required for this position.
- US Citizenship is required for this position.
- Ability to work full-time on-site in Carmel Mountain Ranch, CA 92128.
Preferred Qualifications :
- Master's degree in Business (e.g., MBA) or Supply Chain.
- Experience managing Subcontract Programs and/or a Subcontracts Team in support of major defense programs
- Solid understanding of the Systems, Applications and Processes (SAP) procurement system, Supplier Scorecards and performance management, NG Principles and Operating Practices, and metric analysis
- Strong organization skills, attention to detail and leadership characteristics
- Significant experience conducting oral presentations to senior leadership
- Negotiation skills/experience with DoD contracts in excess of $10 million
- Change Management (CM) experience.
- Production program configuration control experience.
