As the Deputy Program Manager, the candidate will provide backup management support and administrative support to the Program Manager, ensuring the requirements of the contract are met and to ensure the contractor team adequately monitors, administers, and reports status. The Deputy Program Manager will be knowledgeable in program and project management and will serve as Project Management Team and will resolve issues in direct coordination with the Project Managers, Operations Chief, Division Chiefs and COR. The candidate will resolve scheduling issues, goals, and milestones with appropriate G6 Division Chiefs, Senior Management Team member and COR. Provide oversight of project requirements and the quality of deliverables. The DPM will establish work schedules and team assignments IAW PWS. In this role, the Deputy Program Manager will coordinate with key internal and external stakeholders to ensure situational awareness and proper communication flow and will operate in an environment that has dynamic Operational Military, Educational, and Engineering requirements.

Responsibilities:
- Reports to the Program Manager on ongoing Project activities on a scheduled basis
- Communicates project needs, coordinate project efforts, provide process improvements through the Quality Control Plan
- Ensure team members are evaluated and demonstrate subject matter expertise in various IT Security policies, hardware, software, and communication technologies
- Executes with guidance from the Program Manager and manages all project and task requirements accordingly
- Submit Monthly Progress Reports (MPR) to COR and CCoE Leadership, while attending meetings directly related to duties IAW PWS to gain insight and/or provide Subject Matter Expert (SME) guidance
- Applies Project Management best practices (PMBOK, ITIL, ISO 9001 and 20000) in the synchronization and coordination of the development and execution of all requirements, ensuring engineering projects are completed in a timely manner with quality results.
- Interfaces with Government PMs, COR, TPOCs and other leadership to gather requirements and expectations
- Meticulously documents and reports changes in schedule and scope.
- Supports IT project management activities at all levels: derive, clarify, and/or update requirements as necessary; oversee technical aspects of the project; coordinate with other teams, OSC Executive Leadership, and stakeholders
- Analyzes complex project-related taskings and solves schedule, technology, methodology, tools, solution components, and management conflicts
- Provides risk analysis and mitigation strategies for technology selection, systems development, systems maintenance, and production activities
- Provides advice to leadership on engineering and development efforts and provides technical recommendations for current projects or initiatives being considered.
- Works with PM to ensure all Contractor personnel receive proper training, care, and access to the tools, equipment, and materials necessary to complete project and task requirements
- Provides accurate and timely reporting to key leaders and stakeholders to include consolidating the Weekly Status Report and reviewing the Projects Tracker for accuracy
- Performs other tasks as required by OSC and the Government contracting team
Required Qualifications/Education and Experience:
- Bachelor's degree (degree in Computer Science/Management preferred), in lieu of degree 10 years of related skills and experience is required
- Must meet IAM Level III requirements from 8570
- Must possess and maintain Top-Secret clearance with SCI eligibility
- Working knowledge of MS Project or other similar Program/Project tracking Integrated Master Scheduling application
- Knowledge of computer-based tools for project management
- 10 years Program/Project management experience
- Five (5) years management and supervision of military project management
Preferred Qualifications/Education and Experience.
- PMP or Agile Methodology Certification, such as Scrum Master Certification
